Halo, if they can keep the budget in the low $100 million range and keep it PG-13, is a very low-risk venture for a studio, I think.  The studios only make around 20% of their revenue from the box office anymore, and that's the kind of movie that easily translates overseas(low dialogue, high action). 

Plus, my Halo movie in Hollywood Mogul cleared over a billion.  Money in the bank, Paramount!
