Huzzaa for c! But honestly, surrender? We might... well he might be killed, and this game would end, correct? I don't want that to happen.

The results are in!

A: Attempt to reinforce the walls with metal (0)
B: Withdraw troops, and attempt to surrender (2)
C: Attempt to steal an enemy gun, to find out how it works (3)
D: Set the wall aflame (2)

Yay for technology!

----
The leader decides that his own technology is no match for these new aggressors, and so the only viable option is to steal theirs; the order was simple, periodically a small group of soldiers should be sent out to retrieve a weapon from a dead enemy; the excellence of these enemies was overlooked however, and it took many days for the weapon retrieved.
And what a wonder it was! Like some of the more advanced muskets, used by mounted soldiers, the powder and projective were loaded in a single casing, but unlike the muskets, several rounds were stored in the gun, each being able to load itself, with no more interaction from the user than pulling the trigger; it would take weeks for his scientists to fully disassemble it and figure out the workings.
Weeks he did not have.
----

What should The Leader do?
A: Put more scientists on the team, attempt to rush the process
B: Use fire-arrows, a primitive weapon, nontheless proved effective in battles past
C: Institute a draft, to help uphold defense
D: Issue builders to the area, to patch up and maintain the wall

....Uh... well, if he's the leader of a nation... wouldn't he be able to do all four? All at the same time? I mean... honestly... I vote D, though...

Yeah, I know, but the point was that each option has a drawback, so combining them may be disastrous ;)

C ftw!
I like drafts. They let a lot of soldiers come and kill stuff with muskets.
Too bad the enemy has rifles and not muskets ;)

C, since he is the leader of the nation, he might as well draft everyone!

Sorry for the delay...

Unnecessary death FTW!

----
The leader decides that to stand any chance of winning this war, he must institute a draft, every man of suitable age is given a musket and ordered to defend the wall, and although this level of militaristic action is unusual to the people of the city, in general it was felt that the action was necessary when faced with such an opponent.
Although the lack of assistants hindered work at the lab, they finally managed to finish a prototype replica just 17 days after the draft was instated; of course prototype is to be emphasised, as the gin jammed when it reached the end of its stored rounds, lengthening reload time; it was however, partially useable, and a lot of blood had already been shed.
----

What should The Leader do?
A: Manufacture copies of the prototype
B: Hold out for a completed version
