Just caught a lvl 12 Salamence on route 3. That's pretty neat. (Bagon usually doesn't become Salamence until lvl 50)

The abilities will be learnt on the same level I think but the base stats are higher than a Bagon so it will be a lot stronger.

The trick to get Salamence is to find a Bagon, make it do the SOS call a bunch of times which has a 1% chance to spawn a Salamence. Also SOS spawned pokemon usually have better IVs than normal ones or so I've heard
