Customizing Tribal tools is one of the great mysteries... It's been hinted to be possible, but my understanding it wasn't included in the list of editors during E3.  It would probably be one of the most difficult editors to make.   So we'll have to see....

The last bit of info on this was from GDC/e3 05 time. That info was - "Yes, underwater civs are possible, blah blah blah"

So until we're told otherwise, Yes. Underwater creatures and civs are in.



I think there's a misinterpretation here.  When they said underwater civ they meant that once you have researched the tech you could start a colony underwater not that you could achieve sentience and stay underwater.  Being a sea creature is only one stage in the game. Once you evolve to a certain point your creature will have to be on land.

No, we were told that you can have a sapient* species without leaving the water. That was a direct answer from Will himself.

*please don't use the word sentient, it's wrong in that context

- Please don't start that whole sentient vs sapient discussion again. It was very tiring the last time it came up. We all know what is meant anyway  ::)

I agree that a underwater civilization would be very difficult; hopefulyl not enough to remove it from the game.

Just say that they become 'aware'. In the end, the word doesnt matter, what matters is that they gain an awakened grasp of the world around them, and for all the fineprint of the terms, all that should concern us is that they behave in a manner suiting the tribal stage :P
