We know its a trade good but it  could just be a measure of power or something needed to reach some goal.  Maybe with all of the spices available you evolve to the next stage as one possible end-game.

Don't the little icons look like palettes and paintbrushes?
You could be right. The palette icon appears to be of the same style as the two blue "weather" and what must be "terraform", which implies that all three have something to do with the planet as a whole. So it could possibly be a selection of available colours to paint the planet, and maybe more of these could be unlocked. All the other icons have a different style compared to these three.

Its probally just one of the weird missions of the tutorial, to make sure you understand everything. Likely, like the sims, you can turn the tutorial off when you don't need it.

Don't you just love thinly veiled tutorials?.. They're so Genuine and make me feel as if I'm in the universe. My disbelief is suspended.

I don't really think I need one of those sarcastic faux-html tags to relate my intent here.
