Reminds me of Nick Clegg, who was the lib dem deputy PM during the coalition government saying that at some sort of high level government meeting one of the Tory high-ups (either David Cameron George Osborne) got annoyed that people kep suggesting building more council housing because "it just creates more labour voters".
Why do you think the GOP was so terrified of Obamacare? It risked putting tens of millions of low-income (read: largely conservative) people in a position where voting against their interests actually had a tangible consequence, rather than some abstract budgetary one. Entitlements become the status quo very quickly if they aren't destroyed.
