True, the Wexxians have all the technology available to recreate the Licentia, actually they are so technologically advanced (because they are a great deal more intelligent than their original creators) that they could built something better.
The problem with the Wexxians is not technology, Wexxians do only need to learn something once, and then all Wexxians can learn it in a matter of seconds. It is the benefit of being artificial.
The true problem is economical, the civilisation that built the Licentia was not only very advanced technologically, but did also cover more than the entire sector and had a powerful economy to finance the building of a such monumental construction.
