Transition between City and Civ.

It's there. Right there. In the GDC video.  ;D Start up googlevid and skip to minute 16, when he exits the building editor. Watch the Stage icon in the top left.

*BING*

Seems to be as simple as that.

Yeah, it probably won't be as simple as that...
Nice find though.

Actually, that kind of makes sense, since WW already had several buildings in his city, maybe what we have to do is meet certain requirements such as say build a mega-cineplex, an auto factory, and some number of houses to reach that stage. It is alot like SimCity in fact. Its just that WW had almost all the things he needed and then when he put the entertainment building down he completed it and then the willosaurs did a hippieish tree dance.

The transition from the Aquatic creature to the land based creature seemed to be based solely on the fact he removed the fins and added legs. I think the transition between stages is fairly simple, at least it was in the video.

well the thing is that the transition from sea to land can be somewhat blurred because there are those semi-aquatic creatures and sea creatures with legs. So just because he put legs on his creature doesn't automatically make it a land creature. Its pretty clear from the differences in terrain that we see underwater that its two different parts. The transition to land is likely to be more gradual.

All these things are really hard to judge on as there is really little info about this and WW skipped a lot of things so we don't really much know about any of their 'prerequistes', we only know that is said they are going to be gradual 'investments'.

well the city stage to the civ stage is easier to figure out, it'll probably have some aspect of SimCity where you have to reach certain goals sometimes.

Quoting something relevant:

"WW: That’s something that will be unlocked later. When you get to the UFO level one of the things you can research is genetic engineering. Once you get that you…

GS: Yeah, people are asking about that, they want to be able to take people and mutate them and change them.

WW: Yeah. Once you research genetic engineering you get the creature editor for free, you can build whatever you want, like this."

Good Call.

I'm expecting transitions to be fairly simple, as will did say that the earlier levels were like a "tutorial" for when you get into the space game, even though it is the game itself.
