Theory time!

Rose Quartzes were made by Pink Diamond specifically for caring for humans.  The Amethysts we saw doing their best to console the Zoo humans were doing the Roses' job.  It's been implied that Pink was the youngest/least experienced of the gems.  It's also been said with Peridot that gems of the same type can be different based on resources available.  I'm thinking that Pink threw every healer and "plays nice with organics" stat available into her Quartzes.  And possibly Steven's mom is a maxed out version.

I want to see how Steven explains this to Sadie and Lars' parents.
Probably not a Goat, either.

The number of bubbled of Rose Quartzes certainly suggests they would have had enough for human population in the zoo,so I think your theory is plausible

I kind of agree, I think.  Blue's reaction has been sadness and despair, Yellow has been rage.  The mere accusation was enough to get blue lawyer and anyone else daring to open their mouths poofed.  She could also be guilty though, who knows.

My thoughts exactly.  We know she exists, we've seen enough evidence of that (and that's beside her giant looming silhouette on the title cards for this special), yet we've seen none of her gems, nor has anyone ever mentioned her.  Very suspicious.  I want to know what's up with her.
