I still don't have a real sense of direction in the game. I'm just sort of pumping actions and money into Shadowy, and associating with criminals and demons.

I want to be in the demon's club. Do they have a club? Is the price of admission my soul?

Initially there's no real direction but once you get a stat up high enough to move to a new area generally it kicks off a long chain of stories that are all somewhat connected.

Also if you want to hang out with Devils more then increase Persuasive.

Just get clothes that give a persuasion bonus and consistently engage in persuasion challenges. If you have something that gives a large (non persuasion) bonus already equipped, make sure to fill your empty slots with stat-adding items before replacing it.
