"Tonight, I am implementing Executive Order 1776, creating the Exempted branch of the San Serratia Police. These will be our finest officers, whose sole task is to bring justice to the vigilantes that plague our fair city. It is unfortunate that such a extreme measure must be taken to ensure the safety of the citizenry from egomaniacal self proclaimed heroes. Their actions have made this escalation necessary. Stopping a man who thinks himself above the law will require officers who may go beyond the law."

On the West coast of the America there is San Serratia, a bright idyllic city of the future under the light of the sun, and a wretched hive of corruption and decadence by the light of the moon. Recent Superheroics have stepped on the toes of the agencies charged with protecting the city. It's mayor, Rob Thorn, has rescinded all legal protection usually afforded to masked vigilantes. Now, super heroes are hunted in the streets by the Exempt, and only the darkest few remain. Can the Misty City find justice? Will the Exempted motto hold true?

San Serratia Needs No Heroes.

Sounds cool.  I'll try to get a character together.  Also, just to be clear, this RP seems much more gritty than our previous M&M sessions, just how gritty will we be getting.  Wanna gauge what's acceptable for characters.

Also, is it in the same continuity like the last two RPs?

Origin:
Mordant was a product of the sinister SKORN Initiative, a secret government superweapon project run by the shadowy Skorn Foundation.
During the horrific gene-splicing and engineering process, the man Mordant once was lost all memories of his past life. But the process was too
successful, and Mordant exceeded the expectations of the Initiative by over 1000%, and immediately escaped and killed all of his captors.
While escaping he found his personal effects in a locker, but as soon as he touched them they melted due to his acid body, leaving him with only a
glimpse of a photograph of a woman in his wallet. With only one fragment of his memory he set out into the world to reclaim his past.
After stealing an experimental containment suit from a SZATAN Industries experimental facility he began selling his services as a deadly mercenary and
assassin.

San Serratia Public Services

The west coast city of San Serratia has privatized all public services except policing duties. This has had the result of San Serratia being the only district in the black. While all other cities and counties on the west coast struggle under the burden of providing schools, firefighting services, and maintenance. The following is a record of the current private sector companies that provide services to the people of San Serratia.

Madbloc Holdings

Madbloc Holdings provides private schooling. Their public face, Tranquil Schools and Universities, provide cheap and accessible online learning options for students everywhere. Tranquil Schools were allowed to build massive schools in San Serratia filled with rows upon rows of their patented "Cuboid Automated Readjustment and Reeducation Oral Tutor" or CARROTs. Each CARROT is personalized to each student through an automated psych evaluation, they prevent distractions by carefully controlling all activities within the cuboid structure. Social interaction is deemed a distraction, so no cuboid is able to directly interact with any other. Food and drink are brought to each CARROT on automated trays. All ten hours of instruction is programmed in advance and chosen from a framework that is a statistical fit to the students psychological profile. There are no instructors, and the facility is run on a skeleton crew. Where as a traditional school system requires an instructor per 30 students, the San Serratia Tranquil Schools need only one technician per thousand students.

Madbloc Holdings also owns numerous franchises and stores, such as Rutherford Novelty Stores and Wobblers Fast Food, which also caters their schools. Their newest provided service is the maintenance of city parks, which have all been converted into miniature amusement parks using the Bashful Billy Brand automated cartoon mascots as primary attractions. They also act as chaperones, automatically connected to the Tranquil school systems, to take students back to their CARROT when the mandatory Hour of Play, Leisure Activity and Socializing (HOPLAS) is completed.

Terminal Triumph Logistics

Formerly Total Trust Logistics, they were the sole division of Total Trust that avoided the rampant overspending and criminal misconduct that bankrupted Total Trust Mechanized Weaponry, Total Trust Cosmorocketry, Total Trust Metagenetics, Total Trust Security Services and Total Trust Televised News. They managed to purchase thirty percent of of the old Total Trust holdings. Avoiding the public relations fallout from the Greenwater crisis, they renamed themselves Terminal Triumph Logistics. They now mostly maintain the old logistical system that kept Total Trust working, providing shipping services around the world. They are the known to San Serratia citizens as a reliable mail service. The city also purchases Terminal Triumph Logistics services when large construction projects are necessary, as a result Terminal Triumph also maintains the roads for the city, charging only for highway usage at periodic tollbooths.

Big Tim's Family Firefighters
A Non-profit firefighting service, it is mostly made up of firefighting veterans of the old San Serratia Fire Department. Named after "Big" Tim Brant, a diminutive German immigrant who was San Serratia's first firefighter back when the area was part of the Wild West. It is run by Brant family members who are all firefighters. The organization is funded entirely by donations and contributions by citizens, they will fight any fire they can reach with their trucks and have also provided their services to neighboring counties that were overburdened during summer fire season.

HypeTech UltraSuperio AntiPyroForce by HypeCo
Hypetech™ UltraSuperio™ AntiPyroForce™, a division of HypeCo™, provides opt-in firefighting services to residents of San Serratia. Hypetech speciallizes in using their patented UltraSuperio technology to solve practically any problem quickly. Ultrasuperio technology takes current technology and iterates on it using a genetic algorithm to make improvements. They started to apply their genetic algorithm to Firefighting techniques in an attempt to sell them to public firefighting services. They were rejected on numerous occasions, many fire departments finding the techniques they developed either too extreme or only effective in specific rare circumstances. Desperate to recoup expenses taken in researching the technology, they snapped up San Serratia's firefighting offer and formed the AntiPyroForce, a high technology solution to low technology fires. Flying UltraSuperio Helitankers filled with UltraSuperio BetterWater, they provide firefighting services to anyone who pays their exorbitant fees. Failure to pay means they show up only to make sure the fire doesn't spread to households that did pay.

HypeTech UltraSuperio HealthRangers by HypeCo
The HealthRanger™ division of HypeTech provides fast response ambulance services, which was formed after San Serratia ceased paying hospitals to send ambulances to emergencies. The HealthRangers function in the same way the AntiPyroForce does, they will automatically send aid to health emergencies provided the persons involved subscribed in advance. They will help if payed on the spot, however it is considered a "late fee" at that point and is usually twenty times the going rate.

HypeCo is a massive conglomerate of totally disparate services that once competed against Total Trust. Although Total Trust is now out of the picture, they have been slow to fill the vacuum left by their former competitors. Generally viewed as offering substandard products, their main advantage is aggressive pricing practices. They made up of Hypetech, HypeMan Production, HypeTV, The Macho Network,  The Historical Accuracy Channel, Super Toy Trends, and Electronic Arts. Their best products are from Hypetech, although the UltraSuperio genetic algorithm is unpredictable, it has generated superior products that are sometimes far ahead of the competition. Their UltraSuperio Stores are highlights of any malls they inhabit.

Future posts that fill in details of the San Serratia setting will be written in the future. Look Forward to the San Serratia Police Department and the Exempted, gangs of San Serratia, and some history surrounding the events that lead up to the start of the campaign, whenever we manage to put that together. The Spiritual Serratia


Hudson Radio House of Worship
Early twentieth century San Serratia was the center of radio broadcasts on the west coast, and the mogul that owned the air waves then was Hudson Glenn. His radio shows broadcast news, sports, and radio shows that enthralled children for years. A lifetime christian, he believed it was his duty to use his wealth to reunite all the christian religions. When he was at the height of his success and wealth, he built the Hudson Radio House of Worship, a massive broadcast center that contained an amphitheater surrounded by churches devoted to the major Christian religions. In order to maintain the "purity" of San Serratia, he actively bullied synagogues and temples out of the city. From the 1920's onto his death at 93 years of age, he successfully blocked the construction of any non Christian place of worship.

Followers of the Self-Aware Gods

The most recent new comer to San Serratia, the Followers are the recent religious fad to spread among the celebrities that make their home in San Serratia. It is based upon the idea that all traditional God's were made by men, and so men can choose to make a new God to guide their moral and spiritual growth. They have an election to choose a new God every decade. There is no official campaigning, all votes are written in and counted by hand. The new Chosen God's teachings are then written down in a book known as the "Ever Changing Book", a book that contains the moral agreements of all previous Gods. Gods can choose to write new rules and virtues, or change old ones. Their favorite slogan is "Our God Walks The Earth."

There has only ever been two elections and three Gods. The founder of the religion, renowned author John Reed Tucker formulated and wrote the first through 18th  iterations of the "Ever Changing Book(ECB)". He was followed by actor and B-list celebrity Dennis Donns who used the free publicity of a God to sell his line of self-help books on combating drug addiction. He made the 19th iteration of the"ECB" that added a great number of anti-drug virtues. Dennis Donns was followed by actor Smith Adirondac. Although he was very respectful at the announcement, as a practicing christian he has made it clear he has no plans to make any alterations to the ECB during his decade long. He did quip that at least now he could put "God" on his resume.

The Cult of the Hyena

The Cult of the Hyena actually advertises itself more as a lifestyle. It encourages hobbyists who want to revel in their "animal spirits" to don suits and costumes of anthropomorphic animals and gather in conventions. The city has several very stiff fines to discourage these practices, and for several years the city never hosted a cultist convention. Recently, the Cult has returned, better funded and outwardly more presentable. They were able to both host conventions and pay the fines levied with little apparent trouble. Cultists have even improved the city by adopting public works and maintaining them for several years. Now, the best maintained roads and buildings have a hyena head symbol displayed prominently.

Shady side of San Serratia

The Hysteria
The Hysteria crime syndicate sell large quantities of Vespertine, San Serratia's drug of choice. Flooding the market with low quality samples of the drug, it has spread its tendrils through out the city. Hysteria came to San Serratia during prohibition. It's leader, Juanita Ibarra, supplied speakeasies in the city with drink. Modern Hysteria members continue the tradition. When vespertine looked like it may be added to the list of controlled substances, they bought up worldwide supplies, and have maintained a tight monopoly until recently.

The Gangs
San Serratia has it's share of gang troubles. Although largely separated by de facto living conditions, conflicts eventually arise. There are two major gangs that are the most influential and are largely responsible for all gang-related crimes.

THE PARADIGMS is an small but powerful gang. It is made up of the children of the wealthiest residents. Membership is granted upon donating
100k to the Paradigm coffers. Their crimes tend to be the infliction of cruel jokes and property damage against their rivals. Their insignia is two overlapping ten cent coins, a "Pair o' Dimes". They are lead by Nic Kelly Copper, a pseudonym for their ever changing leader.

THE PERPS is the largest inner city gang. It is made up of homeless orphans and hobos. The Perps wear anything purple to declare their allegiance
while entering Perp neighborhoods.Perp crimes cover a wide variety of infractions, including arson, theft, muggings, and acting as street peddlers for the Hysteria. Its insignia is a Purple Star, which is also the symbol of the San Serratia Super Stars, a novelty football team. It s lead by Joe Giotin, a sixty year old man who has lead the gang for most of his adult life.

The Exempt
The Exempt are a division of the San Serratia police force, detectives that handle special cases involving superpowered vigilantes.They are tasked with bringing in heroes to answer for crimes commited while persuing vigilante justice. Empowered by the mayors Executive Order 1776, They are authorized to use lethal force, and 98% of their pursuits end with the death of the vigilante. They are lead by Inspector Foxworthy, who has personally brought down 49 vigilantes. Despite officially being a division of the police force, more than half of the Police Department funds is marked specifically to fund the Exempt.
Detective Hawkshaw, a non-Exempt officer, feeds vigilantes info so they can avoid capture. He then usually calls in favors from them to solve cases he cant touch. Virtually every vigilante in San Serratia owes Detective Hawkshaw a favor.
