Not a second over 28 hours a week, or else they'd have to treat me like an actual employee.  I hate this job so much, for so many reasons.

Can't keep you here too long, otherwise we owe you more pay and maybe benefits. Can't keep you here too briefly either, otherwise the company won't get benefits and tax credits for creating lots of jobs. Will keep you here just long enough so that having a second job would require you to stop living your life.

If I open this cookie thing I can understand why small employees are hesitant, it cuts margins if you can barely sustain.

Buuuuuuuuuut, I am under the mind of if you can't afford to pay living wage to those you hire then the business isn't sustainable in the first place.

Oh yeah there are definitely reasons why companies should behave the way they do given the way the laws are written and interpreted.
