I love short stories like that. They say so much with so little.

Has anyone read the novella Arkfall by Carolyn Ives Gilman?

Huge underwater society of human space colonists, a horrible accident causes a lone ship to float off directionless in an alien ocean. It's got some amazing world building. It was apparently nominated for a Nebula.

I can't find the full thing anywhere online, but there's a longer than usual preview on Google books.

I really do recommend reading it.

Nice story! Very good at tapping the odd fear/uncomfortableness that comes with that sort of thing, yeah. Good stuff.

Well, it's a premise that's been done to meat-death.

Incidentally I finished axiomatic and now I'm reading another of his collections, luminous. I've basically been reading all weekend. It's so much easier to digest a bunch of short stories in one sitting than one long narrative. Addictively easy. I really recommend his stuff - it's very smart but covers a wide range of subject matters.
