That actually kinda makes sense. Presumably what he's saying is capturing a colony means you gain control over the population, and can tell them what to do just as if they where your own citizens/creatures. I guess that kinda control means it might be possible you could order all of the alien citizens in your captured colonies to work in the spice mines or build new battleships or somesuch  ;D

You might be able to issue certain edicts in any population, even your own, which puts a segment or the whole of the population in something akin to slavery. Forced labor, strict food rationing, basically no self determination. Of course, to prevent open revolt in most species and cultures, you might have to have armed guards all the way down to shackles. Mass indoctrination, if you don't want to have to watch the buggers every minute of every day.

there's really no point feeding them poorly, unless you just don't have enough food.  if you want 2000 calories worth of labor you've got to supply 2000 calories worth of nutrition.  naturally you won't have to make it particularly enjoyable, but it should be hardy and plentiful enough to keep the muscles on your meat-sack workers.

It depends. You might plan on just getting some work out of them before their inevitable executions, like in Hitler's concentration camps. Also, you can give them just enough food to get the work done but nothing else. This should reduce escape attempts and/or rebellion.

I think this is quite a viable possibilty. WW did say most of the actions you can take in interstellar mode are based on sci-fi cliches, id say impersonating a god is a pretty big cliche.
Sam is basically right, he's just cranky.
