Several Hours later

WEI and his diplomatic entourage (which included XLA) were now waiting at the lobby of the Bomica Capitol Building, awaiting there time to meey with the High Council.

"If it was up to me, I'd glass a few farmalnds to show them who had the power in the situation" griited XLA in the EM communcation exlsuive to there species and a few others.

"Which is exactly why it's not up to, LHOuN." Snapped back WEI, emphasizing XLA's lesser rank.

It is at this time that there private conversation was interupted and the entire party was asked to step before the  planetary authorities...

Two Galdeen marine walk up to the ambassador and his group.

One of them spoke to WEI. "Ambassador, the Council will see you now. If you have any weapons, energy, slug, or otherwise, please either remove or deactivate them. Please follow me." They followed the marines down several corridors until they reached a set of double doors.

The marine spoke to WEI again. "The Council chambers are through these doors, sir. Please proceed."

They walked in, greeted by the councilmen from every colony in the Galdeen Coalition, including the ambassador from the Luur. The Galieen councilman rose. "Ambassador WEI, welcome to Bomica."

"I soon found myself out to be wrong. To gain a single unified world nation so early in your developmental history is remarkable, the stability of it even more so, and to get as far as you have with such primitive Warp Drives, pure genius." "But back to business, as your aquatic representative surly is evidence to; you are not alone in this Galaxy. In fact, there is a grand multitude of sapient and sentient species. However only a select few actually know of each other and participate in trade. I regret unfortunately, that at this level, despite your great achievements, you are still considered a Fourth World Species by the Galaxy at large." "Unlike most political unions which contain some type of 'Directive' against contacting Pre- Advanced Warp Civilizations such as yourself The Space Union is different." "Currently the Space Union is repeating our actions here with no less than five different planets." WEI proceeded to use his holoprojecter to show images of several planets. "Outside these pre-contact groups the Galaxy is dived into five major and sometimes overlapping camps, The Galactic Protection Agency, The United Society of Star Systems, The Core Combine,  The Tri-Wexxian Empire and the Space Union of which I am a part of. " As WEI detailed each group, his holoprojecter revealed their respective Capital Planets, Emblems and member species. "I have taken the courtesy to prepare some Holographic information packets for each of you my aides are passing them out as I speak, fell free to keep them, they have a Galactinet access key complete with Universal Translator, but I must apologize for the quality of the language." After the aides passed the PDA-like Holo-Packets out and gave the leaders time to browse for a bit, WEI drooped the big one. "As you may have noticed the extended races of the Galaxy are quite advanced in comparison to yours and even mine for we also are but relatively new. But while the other unions and orders of the Galaxy shun and Reject recently contacted worlds the Space Union embraces and even seeks them out." He then gave a short holographic primer about the structure of the Space Union. . "The Space Union is a rather simplistic organization but it is powerful all the same. Each individual member species, at the start of the quarter donates a set amount of resources to the Union Overall." a short info graphic appeared describing just that. "This donation may be anything, weapons, vehicles armies, land, trade routes technology, energy or even workers and soldiers." "After the donation, the resources are tallied up by the Statistical Homeworld Institute of Values and Appraisal. After the resources are calculated down to a raw numeral value they are totaled up and handed over to the Space Union general authority." "While under Space Union authority, the donated resources are under complete control of the Space Union High Command, made up of representatives of each member nation. The space Union will then use these resources to make a profit, usually through Trade routes or business practices." The hologram then showed some Space Union works including the Habitat-1 module and the OG-Trade Centre "after the quarter is up all proceeds are the divvied up based on the overall percentage given and given back to the member states and then it al starts again." If you noticed do to inflation this deal is extreme uneven towards new races. ““Once joined a new race can give comparatively little of their Net worth and then receive far more in relation. Take for example the Pentekonterus" The details showed a hologram of the stout lizard race. "When they first joined the Union they donated 100000 Units in various mineral resources. After their first quarter was up they received over ten times that in technology, military hardware and energy." The same graphic showed the image of the lizard but this time with cartoonish "rich" features printed on and with Galdeen currency signs in his eyes. "The truth is it’s a big galaxy out there and if small nations such as us don’t stick together, we'd be eaten up by the big guys in a decade tops.”That is why I came here to offer the Galdeen Alliance membership in the Space Union. "As a first timer accept the ship full of energy (required for more advanced warp) the technology encoded in the probe and those PDAs as well as anything you get off the Galactinet as a free 'Starter Kit'" Once you join up for real you'll gain MUCH more I can assure you and the greatest fact is this the Space Union is a NGO a Non-Governmental Organization, as long as you continue to  donate , no matter how small, The Union will have no say in internal affairs that you yourself do not sign over to it."  Moreover, with the free access to the Space Union Hyperspace trade lanes the deal will save you billions in trying to map out your own routes by hand. Another graphic popped up, this time showing a map of the galaxy with several colored areas. "The Space Union's export range is far larger than the sum of its individual units, allowing Galdeen goods and services to be processed throughout the Galactic economy at a much faster rate and the Space Unit Defense Force, made up of donated military equipment and soldiers from the member nations, provides complete protection of all Space Union and Space Union Member acquisitions with a completely independent Defense Budget, no need for boosted taxes!" I leave behind a small ship, it's preprogrammed to launch towards the Space Union HQ and contains enough space for a full garrison of troops and diplomatic advisors, when you decide to sign on all you have to do is get in, pack any supplies needed (as per the given instructions) and press the big red button. I will be staying at the Super Star Saber, using it as the De Facto embassy until we work out a final deal. So what do you say?

The council looks at each other, speaking quietly enough that WEI and his team don't hear, then the Galieen councilman turned back to WEI. "Minister WEI, we have much research projects going on. If if their successful, we will no longer need the use of warp technology. And we'll gain access to many technologies that may assist us in dealing with hostile aliens. WEI, as for the matter of the technology infusion through donation. We are uplifting a good number of primitive races too, the Luur aren't a space faring race we found in some system, we found them barely in space and being attacked by pirates. Won't such a massive infusion of technology to a more primitive race destabilize their entire species?

And what do you mean by not needed warp technology." Imagine what you did for the Lurr and then imagine what we and the other members of the Union could do to you.”

"For the Luur and other species we're uplifting. They were staring into the face of death itself. Our uplifting program is designed to bring them from the brink of extinction. A select few races, including the Luur, we had to directly contact in order for them to survive. As for you saying we're already destabilized, I'm not seeing much in the way of chaos and anarchy here, but theres still a few panicking colonies, but nothing to be worried about. As for us not needing warp drives, we are developing the technology to use wormholes to travel across the entire galaxy, maybe to other galaxies and to see if we can confirm something. We would be honored if your scientists would assist us." The councilman replied.

The Luur ambassador spoke up in the Luur's natural language, sounding like a whale, but with the translator attached in his environmental suit, spoke in Galdeen, but for some reason, it kept pausing mid sentence. "We... request that you... give us and our fellow land-walker allies a... sample or... information on the... galactic community... so we may... adapt ourselves and allies so we may... survive if we become... invaded by those who only desire... death and... destruction."

"The Luur ambassador is correct, we need to know what we're going to be dealing with when we encounter other aliens. We may already have a idea on where a number of them are." A large holographic map of Coalition space appeared in middle of the council chambers. The map started moving toward the galactic "west" toward a large group of stars that was radiating waves. "We have detected a unusual amount of radio signals from that group of stars every since the first radio telescopes scanned those stars. Those stars are hundreds of light-years away, it would take too long for our ships to get there. I now suspect those radio signals are of alien origin. You seem to have a greater knowledge of the galaxy at large, are those really alien signals?"

Try looking up the Core Combine on those PDAs , it took more military equipment than your entire species has to take just one planet from them and that was when they were on the defensive." "Please i urge you to accept our offer. Full scale modern warp technology, capable of taking you to all major travel routes, access to the expansive Space Union trade lanes , protection from the SUDF and full integration into the Galactic Economy." he paused and outstretched his "hand." "What do you say?"

The High Council turned off their microphones and spoke to each other, deciding if they should join the Union. The Galieen councilman turned back on his microphone and spoke to Minister WEI.

"We agree. Though for the trade routes, I suggest a much more cheaper method we already possess. I assume you spotted the gate hub in the inner system during the... incident a week ago. The have a number of warp gates ready to move and activate for new colonies, traveling through it is nearly instantaneous and you can travel to any world that possess a warp gate, allowing for much cheaper and very profitable trade routes. For wormhole technology, we have made some headway in it, we sent out a deep space exploration fleet a year ago into the same direction the unknown signals were. They have discovered many things and we were lucky enough to find a wormhole, so we know the basics of a wormhole and gave us the idea of making a drive out of it. Now that you have confirmed there are aliens to the galactic west, they could contact them, but we won't be able to upgrade them. They could only improve their systems. Hopefully it'll be enough since we gave them a dozen Impactor-class missiles."

Yes, I'll be in the main ship which will serve as our embassy for the time being; all negotiations will be handled there and at the Union Headquarters." as he stood up to leave he turned back once. "Oh, and one more thing, I put some ads on those PDAs, feel free to run them at anytime." And with that, his delegation left.
