DVDs can't degrade over time.  That's not how they work.  Either you scratched the disk, or your computer is borked.

Also, a couple years?  Spore only came out a little more than a year and a half ago.

Just because this forum was based off of Spore doesn't mean he's talking about Spore.

As Martyk mentioned it's probably a scratch, most likely in the inner rim of the disk (which is where the main data resides). You scratch that and you're boned. Or rather it could just be the disk itself that is dysfunctional IE corrupt disk data. Or it could possibly be your OS, Virus protection, Firewall etc. causing the issue. At this point though there's not much you can do if it's the disk itself. If that's the case then just buy spore again or file a complaint.. but this IS EA we're talking about.
Kid: Oh wow I'm being deflowered by a grown woman!
Mother: By the way I'm your mother
Kid: OH GOD NO

EDIT: That's where it becomes rape if you were wondering.

Games on DVD-ROMs you buy in stores aren't burned on rewritable disks.
Are you complaining your pirated copy isn't working?
