Being a clone means that genetically, every Sanli is simply another Sanli, perfectly, genetically. One less Sanli isn't really a genetic loss, because there are already such and such billion copies. Their personalities develop based on training, experiences, and environmental factors.
The Sanli, as capable of independent thought as humans, are also about as tolerant as humans when it comes to violent radicals/threats. They also understand the reasons for population control as a whole, due to universal general education, before specialization, as well as from history itself. Thus, said radical life-lovers would be considered a threat because they are radical (I.E. violent), and therefore attacked, since the Sanli without population control is not a good thing. Sanli naturally want hosts, and hosts reproduce at a far slower pace than Sanli, so they would eventually resort to even sentients/sapients if needed, in order to have viable hosts, able to perform proper work with tools and such.
