It's the new lighting system that they've had for months now, but haven't pushed out yet.  

And notch just tweeted this about oceans...

I hope oceans have water that flows further, too. If I break into the bottom of the sea, I want to have to fight to keep my entire tunnel from flooding.

Yeah, I never thought I'd say it, but infinite water in certain situations wouldn't be bad.

Infinite water is fine as long as it can be reduced by cutting off the source. The reason it sucked before was because every water block was a source of infinite water. :\
