A Revival, in time for the PSR's conquest of them....yeah, I don't know.
The Makal have a somewhat large empire, though they have not been militaristcally advanced due to the long detachment they have gone through. They have not the slightest enemy in their isolation, and such their military advancement ceased alltogether. Rather, they worked on improving their colonies, and as such, have well developed, yet under-defended, planets.

Weapons
Much like their Slakos allies, the Makal use laser weapons. The Slakos lasers work on a gas cell, while Makal laser weapons, at least on rifle-sized weapons, work on a battery, much like modern weapons use a clip. The Slakos lasers are more powerful, but the Makal have a number advantage.

Good thing standard shielding for PSR ships include metamaterials that deflect lasers, which are basically beams of concentrated light. It also functions as a cloaking device that is thoroughly useless due to the fact that it only hides light but not exhaust trails, gravity fields, etc.

And no, I'm not making this up on the spot to avoid serious conflict. I learned about metamaterials and other useful technology last year and I think I even stated their role in Perrachi shielding at one point.

Just a question, but would a laser burn a hole in that eventually, through heat transfer? I'm asking, because I don't know.

If you thought of that, someone else would have. With the larger, more important ships they have heat sink-like devices that transfer the heat and use it as energy for the ship's power supply. Such devices are considered standard for all ships to regulate the temperature, but the ones stationed around the laser shields are generally reserved for ships that probably have lasers flying at them a lot.

The Makal's homeworld, Yalkna, was pretty badly damaged during the failed PSR invasion. Due to their advanced construction technologies, however, recovery has been steady. So far, they have been untouched by the Nameless invasion up to this point, though doubtful that it will remain that way.
The Makal and Slakos are so mixed in with each other you could almost consider them one unified faction. The two have stuck together and made it through quite a bit, and they're like glue.
The Makal have also made a great deal of effort into enhancing their military, after seeing how easily the PSR utterly TRAMPLED their military units. Among some of their best advances are from reverse-engineering salvaged PSR technology. Still, the space around Yalkna is like a ship graveyard; navigation has become much harder with the several hundred ship hulls scattered around.
The Makal have also developed a pretty oddball device that can be used as a weapon or a tool, depending on which form it's used: an "energy railgun": What this does is project a high powered laser as a "rail", and then fires a large pulse of plasma along it. Not only a weapon, it's also used to "beam" energy over long distances, and is currently, copies of the devices are up for sale, with failsafes to make sure people can't reverse-engineer them.
