According to this law, a government-sponsored IQ test would be adopted, which would be required to take every few years by all citizens.  Any laws refferring to age will, rather than refferring to physical age, refer to:

An average man of average height, weight, average hair color, and an average spiffy suit walked into the great halls of the Human Senate.

"Ladies, and Gentleman. Fishmongers, and Harlots. Lend me your ears!" shouted Representative Baron Baron Von Victor the Third. He looked out upon the Senate, already in session. Standing in a his section of the great forum backed by about 40 people was a strange, slightly off-kilter man who looked as if he had replaced some of his internal workings with machines. What a strange little fellow, Baron thought. "What a strange little fellow," Baron said loudly. "I assume your the Representative for these Machinoids... Mechanies.. Mechmach," he said stumbling for the words, "ah, to hell with it. I assume you're the Machine-Head Representative?" He didn't wait for an answer before continuing. "Ladies and Mentlegen, allow me to introduce myself. I am Baron Baron Von Victor... the Third," he said with a bow and a congenial smile. "And I am head of the Democratic Order of Mediocrity. Now if someone will point me to my section I'll gladly get out of the way..." He moved towards the section that let out the largest groan. "Ahh found them! Good show!" He paused looked back at the Machinator Party. "Oh sorry for interrupting, but I'm gonna have to vote 'Nay' for whatever you were saying there Machine-Head. It's impolite to start without others," he said before taking his seat.

A tall, lean Caucasian male with short black hair rises up from his seat. "This bill, if it passes will further distance us from unity. And furthermore " He stop a moment to look at the maciniator senator." the average IQ is above 100, rendering the IQ/100 completely useless. So I say Nay to the bill."

In a small, sunny, Internet cafe roughly two thousand miles from the Human Senate, John Elder sat down and opened his laptop. He liked the cafe more then his office. More natural. He raised his cup and took a noisy slurp of coffee as he checked his email. The Machinators education bill failed, the bodyguard proposal had passed, and the re-election had taken place. He was pleased to note his party was in the lead. Too many little parties, although The Cole-Bert Coalition and The Caretakers looked trustworthy. He flicked open another email and grimaced. The bodyguard vote had actually passed? He was using it to irk the Machinators, and disrupt any unpleasantness they had in store. He wasn't going to get an assigned bodyguard, he already had six men he trusted with his life. He looked up and smiled at the three young men sitting around a table on the far side of the room. Another was outside, and two more were sitting at tables nearby. All six were armed and blended in nicely.

He fires off a quick email to the bodyguards, telling them to keep an eye on the new guy. Their cellphones all rang, and they all glanced down, looking at the text. They looked back up, nodded, and went back to chatting idly while keeping an eye on their friend. He composed another email, this one sent to The Caretakers and The Cole-Bert Coalition. He found it inconvenient to have to use their main email addresses, he'd have to get their leaders personal ones.

Main: Hello. This is Johnathan Elder, the leader of the Socialist Party. I've been informed our parties goals are roughly the same, so I propose a coalition between our respective parties. The parties would remain fully independent, and for all intents and purposes, would function normally. However, I think, in times of emergency, any leader of the party could call a meeting and scope out a appropriate response to the situation, whether the crisis be a major bill that slams our values badly, and limits our prospective reach, or a external threat.

This would remain private, of course, to reduce tension in the political arena.

He cleared his Internet, deleted all traces of the message, snapped his laptop shut, and stood up to leave. Five men stood up in unison, and milled out with him. A sixth joined them outside. A observer would assume it was a group of college kids heading out for some fun, but anyone who knew John would know he was planning. He always had a plan.

Meanwhile...

The man with greying-black hair stood up and says promptly, "Socialist Party votes nay." then sits back down.
The best person ever.  She should have won the Peace Prize.

What? No full control over children? You do realize that some of us have particular plans for those children.

"But still, why have it "IQ/100" why not just list the IQ instead? Having your IQ listed could hurt your chances for employment if its below average, no company wants below average anything, this could result in higher unemployment. Even the cost of having the test would seriously hurt the governments own funds."

"This body was elected in a time when humanity had finally decided to come together as one people. We were put here by those below us to better the goals of the whole, and to best serve Humanity. Is this really how we should be spending our time? Arguing semantics about some bill about ages and IQs? I would argue that these are the wrong issues, and wrong decisions to be making in this time of change. I say to you, and implore to you that you think carefully whether this minor issue is really worth getting flustered about." He paused to take a sip of water in front of him as the senators murmured around him, then he continued, "It is quite obvious that the Machine-Heads are being ganged up upon because of their outlandish, ridiculous, and wasteful ideas, but is that right? I dare to argue that, Nay it is not." He looked at the Machinators, as the looked at him confusedly. They probably are assessing whether I'm a 1 or 0 in their schemes, little do they suspect I'm a 2. "I make a motion, and hope that it suits the ocean, that this notion of Intelligence 'Quotion', be dismissed with hand-lotion." Rep Baron Baron nodded at his little spiel. The masses will eat things like this up, whether the motion passes or not is inconsequential. "I propose that we get a fresh start with a new bill, and perhaps we bury some of these hatchets," into each others backs, "and try and do what's best for Humanity. Isn't that what we were sent here for?" He sat down, gave a glare at the Machinators followed by a truly warming and congenial smile. He then returned to his papers. So much to go over, so little time. He sighed as the debate went on around him.

Rep. Baron Baron looks down at the papers before him. They really didn't manage to get anything done before the re-vote. Well, let's make this interesting at least. He brought out a pen, and two pieces of paper on one he wrote:

Beware! Your enemies conspire against you!

On the other he wrote:

Beware! Your allies conspire against you!

He looked at the papers, nodded and then proceeded to fold them into paper airplanes. When done, he tossed them into the air and let them land where they may. No matter who gets it, it's probably true, he thought. He put down his pen, leaned over to an aid, and said "Go to my office and get me my computer, then head to the records room and get me whatever you can find on the leaders of the respective parties." The aide nodded and was off. Keep your friends close, and your enemies closer, but make sure to always treat your friends like enemies, he thought dryly.

The aide ran through the halls of the building looking for the D.O.O.M Session Chambers which would lead into his boss's office. He bumped into several people along the way before finding it. Walking down the corridor, just passing entrance to the chambers, was a man in a black coat. Strange, thought the aide, I didn't see anyone turn the corner before me and there are no other doors along this corridor. Oh well maybe he forgot something and had to turn around. He then went inside the room to complete his boss's mission and then returned to the representative's side, computer and records in hand.

An average height, well built blond arises from his chair and begins to throw his two cents into the heated debate. "Well, personally the IQ/100 seems to me a perfectly fine judgement. However, the issue i have is that it is REQUIRED and must be RETAKEN every few years. I propose we adopt this bill but we readjust those rules to having this test be strictly OPTIONAL and businesses could use the results to their leisure."

Sitting down he looks at his new email and responds

Aleksandra rose from her seat the first time, clad in a neat suit with a skirt but with a t-shirt underneath the suit jacket printed with a large slogan from a popular film.

"IQ test?" she said incredulously "IQ tests were barely valid as a means of gauging intelligence decades ago let alone now. They are culturally biased, a poor indicator of actual intelligence, strongly influenced by education, and might I remind you" she took a deep breath as she delivered the killing blow "the results are always adjusted according to age. This absurd proposition hardly befits someone of education and standing, least of all one who claims to represent cold hard logic. I advise the poor fool to sit down and cease embarrassing himself. That's a Nay, in case I was talking too fast for you."

Martin had been away in a different world, typing away on his own laptop, not listening to the Machinator's bill which was already destined to fail the moment it was proposed by a Machinator. He noticed that an email had been re-routed directly to him, it being from the Socialist Party. He quickly read it, and sent back his own reply,

Vladimir is doomed to failure, the question is, how will he handle it when he always fails?
