What I think he means is onion skinning so he can see other frames before and after the selected frame.

Flash has a button called onion skin. It's right under the timeline. You can also use the < > on your keyboard to move between frames.

when I animate things I dont use onion skin since I just use gif animator and MSpaint. Takes epic skillz

Summoner, instead of drawing each frame by hand, you can try keyframe animation using objects. It will look different but doesn't need quite the steady hand.
