"Certainly. We will definitely have available power. We have calculated, that the four secondary reactors that feed the main "quantum reactor", will consume approximately 14000 quads of energy in one jump. This is approximately 4 times that of a type one civilization produced/consumed in a year, a level of which many civilizations have long left behind. Planets such as Beyon, Calla, and Kori, especially. It's our primary starship production facility and produces roughly twice the usual amount of energy as a normal civilian world. those facilities combined would more than produce enough energy in whatever form, preferably antimatter, over the course of around half a standard decade, for a round trip of Talsenreave station to and from wherever. That brings up a question: since Calla is within a thick nebula, building of such a large object would be unfeasible, though the accumulation of atmosphere around the station may make EVA workers more comfortable. That was a joke, by the way.

So, that is what we need now? Permits from adequate energy production centers, a construction facility, and a display system for which to test it out."

"This has gone very well"
thought Karlan to himself.

"Thank you, Professor Talsenreave!", the panelist said delightfully as she sat back on her seat.

Just as the Choro Deidalus finished, another expert, this time an Orealyianis, raised his nipper and began with his inquiry.

"Professor Talsenreave, seeing as the project's prospected energy requirements is within the community's reach, and with the source of construction material, as of this time, not much of an issue, it leads me to ask my sole remaining question regarding the station's construction.", he said, pausing for a while afterward.

"Where, exactly, in our galaxy will it be favorable for the device to be constructed, and ultimately, be stationed at? Most probably, highly unstable areas are easily out of the question. But still, the identification of a more specific region would be quite beneficial not just for technical reasons, but for political and economic reasons as well."

The Photos representative spoke.
"If I may, and take this for face value, I know this sounds greedy, but the homeworld of my race would be one of the safest locations I can think of. Why? The entire planet is encompassed by networks of massive Anti-Orbital Cannons which are able to, putting it simply, destroy a steriotypical frigate in a single shot. That, and the swarms of ships buzzing above the planet would make it impossible to even get close. While my mind his here and now, we could also have a design chasis here within the hour. We have been working on a large space station, but it could easily be changed to suit the design specifications described by Professor Talsenreave. And a new prototype power source could produce all the energy the station needs single-handedly. I will explain this if needbe." The Photos representative said.

"Well, I greatly appreciate your interest and willingness in the project," Karlan said, "But most of the systems of Talsenreave Station are uniqe to the project; there isn't much other components to be donated. There are a few conventional things involved, such as the 32 antimatter reactors. And, also, this station chassis, I assume it is rather very large, yes? It would need to be almost excessive by normal recent standards.

And on the Photos homeworld... I am really torn over this. It does seem to be a nice place to visit, but there may be some trouble from other members regarding why they weren't chosen. A neutral territory would be best. But, I can't think of any! All those years sitting in my study researching has skewed my mind away from these things, forgive me. A neutral territory may be more preferable in the long run, but the Photos homeworld will be considered.

"I understand. I suggested our homeworld from a militaristic point of view as...well, I'm sure this has already crossed several minds, but, this station is going to be a massive target. Malicious races, pirates, the list goes on and on. And yes, this station chassis is excessive by normal standards. I shall explain, so you understand the scale;
At the beginning of my race's war with the Shadow, our military leader, Val'ones, began personally designing a powerful weapon, to be mounted in a space station-type housing. This would be moved using a warp drive. No standard engines, just a warp drive. Well, making a long story short, recent technological breakthroughs have made the weapon he designed obsolete. And, due to the fact that some current weapon systems are more powerful and much more compact, so the weapon was scrapped, but the blueprint for the space station designed to house it was saved, just in case it could be used for something else. And, as luck has it, we have a potential use, right here. The station was designed to be, and this is a little extreme, about a fourth of my race's homeworld. So, putting that to fact, the station measures about 400 kilometers in all. The size of the design has been one of the prohibiting factors; given the size of this thing, if we could have, we would have thrown a couple hundred railguns on this thing and used it in battle over Felron, against the Core Combine. But, if the station chassis was used, it would be a GPA project, and you guys have substantially more in your coffers right now then we do." The representative looked away from them, and signaled for the guards to leave the room.
"What I'm about to tell you," He said, looking at everyone else in the room, "Is top secret. It does not leave this room, on penalty of execution. Am I clear?" He asked. Everyone nodded.
"Good. About two weeks ago, on an unnamed planet codenamed Station, we found a crashed ship. Recently, we discovered it belongs to the race that fought with the Shadow eons ago. We also pieced together that they were our ancestors. Well, my race's ancestors, for clarification. Anyway, their technology is advanced beyond belief. The ship we found is a Frigate, and all it's systems are antimatter-based. Antimatter weapons, antimatter reactor, antimatter propulsion. Heck, even their shields used antimatter! We have been trying fervently to duplicate this technology. Yesterday, we had a breakthrough. We maneged to duplicate the antimatter reactor used on the frigate, and the rest of the systems were a piece of cake to duplicate after that. I know, "What's the point of all this?". Well, I'm saying, we could use a few duplicated antimatter reactors on the Talsenreave project. After all, I can guarantee that these are A LOT more efficient then the antimatter reactors you are using." He said.

Hmm... That is still a bit too small. you see, Talsenreave Station is roughly 1500 kilometers from top to bottom. Plenty of things in this and other galaxies have been built bigger. Especially when we have an entire alliance of us," He motioned to everyone in the hall. " To complete it."

"Speaking of which, I think that I may have the planet to use for the demonstration. Beyon. It has ties to every major alliance and independent nation in the known galaxy, and is, as far as I know, neutral towards anyone not a threat to them. The population is large, and has people from nearly every major race on it. It is the perfect destination.

Oh, and about those reactors... They may need some study to make proper use of them in such an intricate machine, but otherwise, we accept your offer with great thanks. Even that should reduce the strain of the project on available resources."

"Right, then. I'll have a tech team lug one onto a shuttle, should be here within the hour." The representative said walking to the door and placing a call to the Photos ship in orbit to sent the request. Back on the homeworld, they had a reactor on a shuttle and off towards the planet within a few minutes.

As the agency's collective of experts converged for the last time, a decision was finally made regarding the approval of Professor Talsenreave's monumental project.

Returning to face the rest of the attendees, the panel nodded at the center-most professor, signaling her to announce their final verdict.

"After analyzing both it's costs and it's merits, it is with great honor for the agency's panel of experts to announce their final verdict regarding the approval of Project Talsenreave..."

The hall was filled with tension as everyone awaited the panel's conclusion.

"Project Talsenreave...

Is hereby...

Approved by the agency's analytical panel, and has hence achieved one of the prerequisites for inclusion to the Department of Technology's list of major operations!

The professor smiled as he returned to her seat, awaiting the board of directors' final conclusion, which would officially seal the deal for Project Talsenreave, if it were to come through.

Convening with each other the different chiefs of the different bureaus came to their final decision regarding the project. Sending in their votes, the clerk in charge of announcing the results stood up and walked towards the podium.

"After much deliberation, the board of directors hereby announce...

That Project Talsenreave...

Is hereby approved after a landslide ratio of five to one, in favor of Project Talsenreave!

The project shall now be included in the Department of Technology's list of major operations, with the processing of all necessary documents soon underway.

Congratulations, professor Talsenreave!"

//This is the Photos shuttle Deliverance in orbit with anti-matter reactor cargo, requesting permission to land.// Came a signal over the headset in the Photos representative's helmet.
"Permission granted." He said. When everyone looked at him funny for talking to himself,
"That shuttle with the reactor I ordered is here." He explained.

"Thank you, thank you all!" Karlan said. He would be beaming if he had a proper mouth. " And about construction... Due to the gravitational effects of the station, it may be best to build the station in deep space, or near a planet with non-sentient life, or one who's existence does not depend on regular tides.

"That could easily be arranged, Professor!", replied the directors.

The speaker stood up from his seat and went to his podium, tidying himself a bit before speaking to the hall.

"With all cases settled, I hereby announce the meeting to be officially adjourned...

Thank you for everyone's attendance, and a good day to you all!"

With that, the meeting finally came to an end.

As the lights went off and everyone went their way, each of them carried in themselves the new-found bonds and a renewed drive for progress, not just for the Agency, but for everyone as a whole.

But alas, those new-found bonds will soon be tested by a rather unforgiving challenge...

//Leaked information of PSR war vessels supposedly directed at the Makal Kingdom, revealed!//

After hearing the above words come out of the news anchor, the bureau chief quickly turned off his holographic projector.

Without another word, he marched out of his room and straight towards the meeting hall at Tower 1.

Soon after, all other bureau chiefs received word of a snap meeting.

No one was to be absent.

Enna Miq, the Perrachi Chief of Patrol Services was one of the first to arrive. Shocked as everyone else by President Talin's apparent new policy of what some called "revolutionary support", she hurried into the meeting hall.

"Director Rolu, I would just like to remind you that I was not even able to vote on the matter of the PSR's declaration of war and strongly support coming to terms with both sides!"

"Just take a seat and wait for the others."

Enna obeyed and pulled up a soft white chair, the nanobots making up its form quickly adjusting to her shape. She watched as other bureau chiefs came into the hall...
I came, I saw, I went back to bed.

"Alright, before anyone freaks out, both my race and the Ni'calls are already in a blockade against the PSR. Not a shot would be fired, unless the PSR fleet commander has a deathwish. The Makal are safe, for now. Representative Miq, if you would be so kind as to talk some sense into your leaders, before all-out war breaks out. Noone's taking this too kindly, and I would truely hate to see the PSR fall due to some overarragant leader overstepping his bounds. This kind of crap in unacceptable! Especially after we just finish the threat of the Core Combine. And besides, we Photos are having our hands tied, we can't keep diverting forces from our war with the Shadow, or we're going to loose the advantage so many Photos paid their lives to achieve." The Photos representative in the room said.

"Please calm down. Actually, they don't call it the Perrachi Socialist Republic for nothing. The declarations of war were technically only legal after being passed by first the High Senate, then by popular vote. I've actually met Mr. Talin, and he did seem like a nice person, if maybe putting ideals before pragmatism. But the point is that the majority of people in the PSR wished for the liberation of the Makal and Slakos. At least, the media (which is not state-controlled) has portrayed those governments as being harsh and repressive. The GPA Annual Sapient Rights Watch-"

She pulled out a small, marble-like cone from her hat pocket. It projected a few holograms full of text into the air.

"-Does report that both governments do indeed have either little or no democracy, and freedom of expression is often put down with force, if not as often as the Perrachi media has said. I am not sure if invasion for the purpose of greatly increased sapient rights and democracy is legal, because I haven't extensively studied galactic law to the point of total memorization. Does anybody here know of any laws prohibiting said justified invasion?"
I came, I saw, I went back to bed.
