The Xajorkithian craft fell into formation as they approached the landing pad. The main reason for this was to facilitate secure narrow-beam communications between the two halves of the delegation, and the reason for this was to allow the inevitable flurry of bickering to take place. Now that it was established that both halves of the delegation had survived the perilous FTL jump, it was essential to work out just who was in charge of handing out the boiled sweets while the spacecraft were taking off, and other essential duties.

Thankfully, this process was wrapped up with remarkable swiftness. By the time the Xajorkithians had scurried out of their craft and assembled in a rather pleasing fan formation on the landing pad's walkway, everything was settled. Xerut accepted the escort on behalf of the delegation, and the whole group scuttled towards the main trade floor. Some of them had the annoying tendency of walking up corridor walls and scurrying along perpendicular to their escorts, but other than that they arrived in the conference chamber without incident, and quickly got down to the serious business of boggling at the assembled species.

Wow, thought Xerut as she approached a Kratair whom she hoped looked sufficiently important. These guys are tall...

"Precision and fastidiousness upon this facility," she began, a traditional greeting from the tradition of The Standard. "I can't begin to express how excited we all are to make connections like this in the galactic community."

((Sorry about my short absence there.  Emergancy personal matters had me tied up.))

The Kratairian turned to the short amabassador approaching him and returned a smile.  "Glad to hear you're as eager to make this work as we are."

He was cut off as an announcement came through over the intercomm.  //May I have your attention please.  We are pleased to announce that the opening of the senate house is about to begin.  It will be immediatly followed by the inaugaral meeting of the Galactic Trade Confederation.  Please make your way to the lifts at the North end of the conference room and take them up to the senate floor, which should be clearly marked inside.//

"Well then," said the Kratairian delegate to the Xajorkithian ambasador, "It would seem things are finally getting started.  I'll see you at the ceremony then.  Until then, farewell."  The delegate nodded his head in respect before hurrying off to join his fellows of the Kratairian representation.

As the delegates made their way into the common hall before the senate, they were greeted by an increadible sight. The roof of the common hall extended upwards for what seemed like forever, until at the pinacle a faint glimmer of the sky could be seen.  The senate house itself rose as another tower inside the massive room, extening at least a good 500 meters upwards before tapering off in a point.  The walls of both the senate house and the common room were lined with intricate patterns, through which the plasma the Kratair were known for flowed, lighting the entire chamber. 

Now and then up the outer wall of the chamber one could glimpse an array of tinted glass, behind which the many private penthouses of the member races of the GTC sat.  Massive complexes containing numorous luxurious housing units, along with countless annemities.  The Kratair had gone to great lengths to ensure that delgates would be treated as well as possible while here.  After all, it was only logical to assume that a happy delgate would be more willing to make deals and arrangements than a miserable one, no?

As the last lift arrived and its passengers disembarked, eyes turned to the great door to the senate house.  Stretched accross it was a great, vibrant blue ribbon, dwarfing the small podium before it.  A Kratair walked up to the podium and with a quick tap on the microphone and a gaze over the crowd he began...

"Greetings delegates of the galactic community!  I cordially welcome you to the headquarters of what will in a few moments be the Galactic Trade Confederation.  I am Roseko Dendar, head ambasador of the Kratairian representation and first chairman of the GTC.  It is my hope that this alliance serves us all well.  That is brings prosperity to all involved.  Although for now our numbers may be small, I have no doubt that with time we will grow to sizes rivaling that of the greatest alliances of history.  And so, without furthur adeu, I welcome you to the first meeting of the Galactic Trade Confederation!"

With that last word the ribbon was cut and there was a great, echoing thud as the locks within the door were released.  Slowly it swung open to reveal an ornate staircase leading up to another lift.  As the representatives moved forward, they were directed in one race at a time, and the lift swiftly carried them off to their designated booths, overlooking a large mosaic of the known galaxy.  As everyone took their seats, Roseko spoke once again.

"There, now that we're all settled in, there's one point I would like to make before we begin.  Although I am currently the chairman of the confederacy, we are a democracy.  At any time should you feel that I am not doing an acceptable job as your leader here, feel free to speak up about the issue and it will be put to a vote.  Given enough support for your point we will elect a new chairman.  Now then, with that out of the way, I hereby declare the first meeting of the Galactic Trade Confederation to have officially begun.  So then, does anyone wish to bring an issue to the floor?"

Liuonomo raised a claw into the air.

"I am the delegate to the Milika.  One issue to bring forward right away is the trade of technology.  How much trade is allowed, and what technologies are banned from use by GTC members?  Also, their is the issue on individual races power in the Confederacy, how is it limited?"

((Sorry about that second absence there, still trying to get things sorted out here on the homefront.  It should be my last.))

Roseko smiled and turned towards the Milikain delegate.  "Some very good points, and thank you for bringing them to light, I'll try to address your concerns in order.  There is no limit on trade, in quantities or what is being traded.  The Confederacy is a platform from which trade endevours can be launched, and we do not seek to limit that trade in any way.  Of course, we do ask that if possible you avoid from engaging in any...questionable business that might tarnish the reputation of the GTC, at least not through public channels or in ways in which your actions could be percived as the actions of the GTC as a whole.  A fine example would be renting out a trade floor in order to host a weapon's auction for pirates."

Roseko paused for a moment to collect his thoughts before continuing.  "As for technological restrictions, there are none.  One of the staples of the GTC is that we do not intend to restrict our member races in any way.  There will be no disarmament treaties, no anti-slavery agreements, no development restrictions of any kind.  We feel that what a civilization does is it's own business and we should have no say in it.  As I've said before, the GTC is a tool through which we can all prosper.  What each race plans to do with that prosperity is up to them."

"Finally, the matter of power of individual races in the Confederacy.  As stated before, we are a democracy, and therefore all important matters will be decided on through a vote.  The delegates of each race shall decide amongst themselves what side to support in any issue, and then as a whole, the race will submit their opinion.  That way each race gets equal say in all matters.  As for your control of Rolston itself, if you havn't yet heard, it is open for all member races to inhabit.  It's vast city holds the potential to become the economic center of the Galactic community.  I in fact urge you to send colonists here to help jump start the economy.  The more citizens we have, the faster we can grow.  Of course, as I said before, I can't force you to do this if you don't want to.  The decision lies completley with you."

"I am the main representative from the Orealyianis Monarchy. Dear chairman, we would like to know exactly how the GTC would handle the planet's security.

Would the member peoples be able to assign their military ships to defend the system, or would they have to place them under the command of a Confederate Fleet of sorts?

We are concerned that an imbalance in power and influence might result from the placing of an excessive number of individually controlled military forces within the system's boundaries.

That is, of course, just our humble opinion on the matter."

"On the subject of security provision," a metallic-blue Xajorkithian with a thin crest muttered, "What about the protection of trade routes from pirates? A shared force might be more efficient than everyone just staffing their own guards.."

Another member of the Xajorkithian delegation chimed in, eager to take advantage of a half-second lull in the discussion: "We'd be interested in a mechanism for formalising technology exchange. A patent system, or production licensing.. there's a number of options. This will be especially important for any collaborative research we may undertake.."

"First of all, until a more permanent policing force is put into place, it will have to be self-regulated by each race.  Simply keep in mind that if you are doing something extremley objectionable, it threatens the GTC as a whole, and as such, your investment in it."

"Secondly as the majority seem in favour of a GTC operated defence fleet, it will be aranged.  In my opinion, I feel that perhaps we should elect a head of defence to deal with the task of organizing and managing the fleet.  In fact, why stop there.  Perhaps it would be best if we gave each major division of the GTC it's own representitive here in the senate, thus allowing for much greater organization that had we lumped them all together.  As for your idea of a patenting system.." he said while motioning to the Xajorkithian, "It too can be created underneath the supervision of a representitive."

"At first thought, I can see there being positions for heads of security, defence, technological development, and domestic affairs.  Any other ideas?  Comments?  Or should we get right to nominations.  Of course, if you disagree with this idea, just speak up."

The Supara had sat on the sidelines of the galactic scenes for some time. Over the many years, their population had doubled several times, easily putting them into the trillions with their mindless drones. Supporting such a vast and expansive empire had become troublesome, not only in protecting the borders, but also in the caretaking of so many people. It had put a huge strain on the economy itself and had actually resulted in a large depression that had reduced the population.

As a result, they had come out of their isolation. The Galactic Trade Confederacy appeared to be the ones most prepared to help them regain their balance.

A sizable Suparan fleet arrived out of warp some distance from the massive structure that the Kratair had created. A message was immediately sent out:

//Greetings beings of this trade confederation. Our people, the Suparan people, have come to you in search of help. Our empire is vast, but because of this we have entered a depression. We hope that you will be able to help us in our time of need. In return we have a large market in which you can sell your goods as well as many natural resources that we have not been able to collect. The details can be worked out, but our primary concern is whether or not you can help us. We are sending a delegate forward to discuss this matter face to face.//

While this message was being played out several landers had been launched towards the station. They were full of diplomats capable of thinking for themselves. They arrived and headed towards the large meeting room, hoping to secure a deal.

The Xajorkithian delegation were conferring among themselves.

"We need to get a toe on the ramp here," was the general consensus.

The metallic-blue Xajorkithian who spoke earlier clicked his mandibles loudly into the PA system (the ratcheting sound his peoples' manner of beginning a speech) and spoke.

"The success of any trading alliance pivots on the quality of its trade goods. Poor quality items would reflect poorly on all members of this confederation. It's essential that we build a reputation for producing well-crafted, dependable items. To this end, we suggest the establishment of a body to be responsible for defining standards of production, and monitoring and enforcing compliance to said standards. Furthermore, we believe that our experience means that we are singularly well-placed to administer such a body."

As the two new transmissions were recived, clearence and directions were given.  The senate meeting had already begun and as such they were urged to get there quickly.

Meanwhile, in the senate hall, matters continued after a short announcement informed the delgates of the new arrivals.

"Alright then." Roseko said, continuing the matter discussed before the interuption, "If there's no objections, and no other volunteers for those positions, then Xajorkithian's shall head up the trade administration, while the Milika shall take control of the patenting and research sectors.  Any other volunteers?  I feel it is important that each member race takes control of at least one aspect of the GTC's operation.  The dispersal of control will reduce the risks of coruption while also ensuring that each important sector is properly represented."

     The Orealyianis representative from before raises it's nipper once again. "The Orealyianis could manage security operations until a formal defense force for the GTC is established. We have a slight surplus of equipment that we could contribute to the creation of an official GTC defense force.

     Also, SPA forces are always ready to give a helping hand in case of emergencies."

A Goonal diplomatic starship comes out of hyperspace/subspace/Z-space/slipspace/whatever and proceeds to land. J'hok and his aides are quickly escorted inside and given a brief statement of what's happened so far.
Once inside and aware of what has transpired, J'hok raises his hand and states, "The Goonals are most qualified for legalizing operations, such as scrutinizing fine print, evaluating contracts, and eliminating loopholes. The GTC cannot perform exploitable trades and agreements. A legalizing department is essential to create and maintain a good reputation. I humbly ask that you all recognize that fact. Thank you." J'hok sits down.
