With the crumbling of the Alliance of Honour, the Kratairian government were put in a bit of a tough position.  They had gained the people's support for the joint venture on the grounds that it would bring added prosperity and wealth, among other benefits.  Of course, one of the most important points for the governing body was to improve the Kratair's standing within the Galactic community, an interest which was not shared with most citizens.

Over the years of their involvement in the alliance, things had not gone quite as forseen.  Instead of the large boon to Kratairian culture and economy it was planned to cause, it dragged them into the tail end of the REDSTAR conflict, and into the forefront of the Communicant War.  And so, the estranged arrangement created for the benefit of the Kratairian people resulted in the death of thousands of those same.

Hence the tricky position the senate was in.  They refused to allow the Kratair to sever their connects to the Galactic community and return to their previously nomadic ways, drifting through the cosmos, yet it would be nigh impossible to gain the support needed to join a new alliance.

Which is when the idea was raised that if they could not join a union, why not create their own.  One with their own interests and agendas taking forefront, with trade, joint research ventures and technological advancement taking precedence over trivial matters such as squabling over personal rights or ecological protection.  Hence the Galactic Trade Confederacy was born.

It would serve the purpose the Kratair people desired, bringing wealth and information to not only them, but their allies in the GTC.  The Confederacy would work together to improve the standard of life for all parties.  Of course, the mistakes of past alliances were taken into consideration.  There would be no mutual protection agreements, as they only escalated what could potentially be small conflicts.  The GTC would take no stand on the personal civics and traditions of it's members.  If a race chose to believe in slavery, by all means allow them, as long as it did not become a problem for the Confederacy as a whole.

And so, with murmurs of agreement echoing throughout the senate, bill was passed, and the ball set in motion.  Over the next 10 years, ship production was put to a halt, as the great Kratairian shipyards went about building a project of great importance.  With a diameter of 1500 kilometers, the great station that would be capital of the Confederacy took form.  Dubbed "Rolston" from the Kratairian word for prosperity, the final preparations were made for its official opening. 

As the first citizens were moved in, with many more anticipated in the comming years, lights lit up throughout the ecumenopolis for the first time as the great cogs of industry were set into motion.  As the Kratairian fleets floated lazily over the surface of Rolston, they looked down upon the technological splendor they had created.  A city only rivaled by the great Beyron.

And with that, the call was sent out.  An invitation across known space to all those who wished to take part.  The great tower that would house the senate of the Galactic Trade Confederation was in preparation for the opening ceremony...

The Chief Random-Elect "Zhukop" heard the news of the alien transmission, early analysis showed it to be an invitation of sorts, a call to join together, to trade.  The Flagship of the Milikan fleet, called "Hukuopo", was being retrofitted with a prototype FTL drive, they were to find out the meaning of this message.  Vice Random-Elect "Liuonomo" was going along, to supervise the first contact effort.  The crew was to be mainly diplomatic, guards were taken along to ensure the safety of the people going.  Engineers, artisans and scientists were also going, as the message included the trade of technology.  The engines kicked into gear, and they headed for the source of the message.



They arrived at the source momentarily, a great station surrounded by a fleet of ships.  The Vice RE and the captain gave the Flick of Agreement, and opened communications.

//We are the Milika of Ju in the system Youkop, and we have received your signal, please respond,// and so they waited for the station's response.

As the message came through, workers in the on-surface control room relayed back a response.

//Welcome delegates of the Milika people.  We graciously welcome you to Rolston, home of the Galactic Trade Confederation.  We assume you are here for the opening ceremony and first meeting of the GTC and as such we have given you clearence to land over at the North Senate Landing Pad.  The coordinates should be showing up on your computer now.  Following your landing, an escort will be by shortly to bring you to the senate house for the ceremony.  Have a nice day!//

The ship then descended onto the Rolston station towards the programmed coordinates.  Once on the landing pad, the 15 diplomats on board poured from forthwith and then followed the escort towards the senate house.  The captain was also with them, and ran up to the front and asked the escort a question.

The control room worker's smiled at the Mon-Krai's message.  So the Confederation was already serving to repair the damage of the Communicant War.  They quickly sent out a reply.

//Your gifts are greatly appreciated and we are certain that with your joining of the confederacy they will be paid back a thousand fold.  Until then, you are invited to land on the surface of Rolston.  From there you will be escorted to the opening ceremony of the GTC's senate house and trade floors in the Great Tower.//  With that, the coordinates for the landing garage was transmitted to the Mon-Krai ships. //Thank you, and have a good day.//

Meanwhile, the Milika's escort turned and smiled at the delegates.  "I'm afraid at this point we still don't know how many we can expect, but the beauty of this system is that it is simple for new races to join us in their own time.  Also, while we will not reap the same benefits we might once the Confederacy grows, we will still gain much from even a smaller group."

As they approached the tower housing the senate house, it's massive scale truly became apparent.  With a total height of 100 kilometers, stretching up from the lowest levels of the artificial planet, it still towered above them on their pathway raised high above much of the city.  As they made their way to the nearest entrance, the pair of guards on either side of the door, nodded in silent respect to the delegates as they passed through.

The Naescvor leader Greathas Mandrel had caught wind from some of the contact civilizations he had on the eatern fringe of his empire that a new alliance was forming among the greater and much further a field races of a similar mindset to his own, quick to grab at any oppertunities he quickly sent out a radio signal:
//Greetings Kratair, (muffled sounds) is that right i'm sur, (more rumbling) no... you are sure it's Kratair, alright them, ahem, we the Naescvor would like to arrange that we become part of your Galactic Trade Confederacy, you may not know much about us and we may be small, but we feel we can bring what you ask, the will to prosper and an economic drive.\\

Still hard at work, the communications controlers sent out a similar message to the Naescvor as the others, bidding them welcome and beckoning them down to the surface.  Things were going better than they anticipated.  They had not expected so many races to respond so quickly, but the more the merrier right?

Meanwhile, the Mililka arrived on one of the main trade floors where the meeting conference would be held.  From there they would head to the opening of the senate house later, but for now, there was a banquet and entertainment set up for the delegates.  There were already some Kratairian delegates milling around, who made their way over to introduce themselves as the others entered.

The Milika captain made his way back to the front of the group of delegates, followed closely by the vice RE.     
The vice RE was headed for the entertainment, whilst the captain headed for the food.  He sat down among the alien delegates.  He asked them the name of their species, which turned out to be Kratair.  He tried to strike up a friendly conversation with the delegates, which was difficult with the language barrier.  He decided to skip right to the preliminary business.

~"You built this station, yes?  It is my hope that by entering this trade alliance, that it will benefit both our races."~  The captain was truly optimistic.

The particular delegate he was talking to was nodded in agreement as he sipped his drink.  "That's the plan." he said, "The entire concept of the Confederacy was put into action with the intent of mutual prosperity among all parties."  He motioned to the huge room the were in.  This is just one of a number of trade floors in the tower, each meant for a varriety of purposes, ranging from market places, stock trading, conferences and such.  Above us on the upper floors are the senate house and the delagates' penthouses."

He continued on, clearly proud of what had been achived in the construction of Rolston and excited for what would come.  "The city is to be a central for industry and commerce in the galaxy.  I figure it's about time somebody gave Beyron some competition, eh?  So far we've moved in about..." he paused for a moment to think, "... I think about 30 million citizens, and that's nowhere near even a thousandth of what the planet can hold.  Now I don't know if you've heard yet or if it's going to be stated during the senate meeting later or something, but your people, and all other members of the Conferderacy as well, are free to move in as well.  For now we have free housing and whatnot for anyone interested.  We've gotta get that population up and get the economy moving.  That's the plan at least."

Greathas had turned up personally to oversee whatwould be his races first real step into the big leaques of inter galctic polotics and economy. He'd been busy moving around the confrence floor of the great tower bustling among representatives and stock merchants and even a few builders finishing of work on the interior. He'd been acompanied by a large grouo of his buisness parters eager to make their mark on the cinfedaracy aswell, he was waiting for the proceedings to start with barely covered impatience.

The Kratairian delegate smiled at the Milika's excitement.  It was a good sign that some races other than the Kratair were eager to get involved in this.  Of course, it was expected but still, you never know.

Meanwhile, a waiter approached Greathas, noting his obvious impatience, and nodded in respect to the Naescvorian leader.  "I can see you're in a hurry to get to business, but don't fret sir.  Official matters will be underway soon.  We simply anticipate the arrival of one or two more parties.  And apparently the Mon-Krai have expressed interest in the Confederation and should be landing soon.  Until then, feel free to help yourself to any and all of the annemnties here."

Xerut Cennil, inter-group liason for the Research and Development Working Practices Committee, ran a hand through her crest agitatedly as she stared out at the assembled delegates of the Steering Committee. A thick silence filled the chamber - a rare occurance indeed, which only served to highlight the unprecidented importance of the meeting. Over her head hovered a flat holodisplay showing the message lately received by the Xenocommunications SIG. She clicked her mandibles, once, twice, then spoke, her voice amplified to fill the chamber. "It is the unanimous consensus of the R&D WPC that we should attend these proceedings. We only know a little about our corner of the galactic neighbourhood. Even if we don't join their alliance, we should make our presence felt."

A cough from Jaletro Terill, the deeply purple-furred Chairman of the Civil and Legal. "It's all very well making ourselves known on the galactic stage, but what if we draw the attention of aggressive entities down on us? Established players on the galactic field will certainly have technology in advance of our own. We can't afford to expose ourselves to such risk!" Immediately the silence in the chamber was replaced by the babble of dozens of voices all shouting at once.

Xerut pressed twelve claw-tips to the side of her head and wheezed an exasperated sigh. It was going to be a long night..

Even with the vote passed, the squabbling wasn't over, as each group struggled to get a member onto the limited spaces aboard the prototype craft which were being hurriedly assembled to venture to the GTC's inaugural meeting. Two were being sent, in the hope that at least one would complete the jump successfully. The whole of Xajorkis watched with bated breath as the spaceships, at a safe distance on the far side of Xajorkis' still-barren moon, charged up their engines.

"Three. Two. One. Engage."

Miraculously, both ships arrived intact. Xerut Cennil, now Expedition Leader, looked over the contact procedures the Steering Committe had produced. It was a complicated flow-chart which would cover two strides if printed. Let's see, where do we start? Xerut thought, "In the event that the destination system contains greater than 50 but less than 100,000 craft with..." Oh, forget this. With a derisive tap on her console, she dismissed the document and opened a broad-beam communication.

"Greetings, delegates of the Galactic Trade Confederation. We represent the Uniform Steering Committee of Xajorkis, and are here in answer to your invitation. We're very interested to learn what we can offer each other."

Another race calling in, again given clearance and directions to the landing pad, again informed of the escort and ceremony that will await them.  It was almost time to get the show on the road.  All they had to do was wait for the Mon-Krai and now these newcomers, the Xajorkis, to land.  Then the real interesting matters could begin.
