Topic: Stuck in the Civilisation Phase.

It was just me and the Blue Civilisation. I have given him as much money as I could, to stop him attacking me (Blue holds the whole map except my town) He's currently on the blue smiley face and I cant make him any happier. The problem is I cant go any further. If I attack him he swarms me with flyers and takes over my city and I loose. And I cant make him any happier to ally with him. So I'm stuck.

Is there a way to force him to join me, or at least restart the civ phase?

You have to buy him.
Set up a trade route.
OR cheat to get nucklear bomb.

Im military so I cant buy him out.. but I can cheat to get nuclear? how?

It'll go away.. it will just take awhile.
