High over Earth's atmosphere, a signal was being sent.  It was one among millions, sent from one satellite among thousands.  To look at either was to look at something utterly unremarkable.  The same might be said about an ice flow among many in an ocean liner's path, which is unremarkable aside from the possibility that there was a great deal connected to it, unseen, but there none the less.

Similarly, both could do enormous damage, even sink the unsinkable (or kill the unkillable, or steal the theft-proof, and generally blank the unblankable)

This satellite was the property of the Council of Evil, and the signal their communications uplink.  The Council was not the first of it's kind, because intellectual villains have always agreed that if you're going to commit a crime, you may as well organize it.  But in all the past endeavors, the Council was unique.  It appealed to a new class of evil, a ruthlessly classy kind that would have made Capone look scruffy.  This organization had style, it had pizazz, it had genius.  It had internet ads that read like dear John letters.

The only thing it lacked was founding members, everyone was new to it, though possibly not new to the trade.  Some people may have reflected on this as strange, but those generally aren't the same people who enjoy lowering interlopers into scorpion pits.



Baron Apocal sat in thought, eying the encryption code with suspicion.  A satellite uplink to people with similar goals was too good to be true, but he'd had it investigated and no government even seemed aware of it.

There were risks, of course.  If these people were at all like him he could look forward to watching his back constantly while trying to stab someone else in theirs.  But they would be useful.  Building a secret lair had been far more difficult this time around, and he doubted that he'd be able to install the systems necessary to hold off a nation this time.  At least, not on his own.

There was nothing for it.  He handed the encryption key to a minion to be fed into the com system and settled back to wait for a response.


Nefarious?  Nearly.  Neer-do-well?  Never!  Neither nearly names this narrator.  Naive and knowledgeable, notorious and inscrutable, this nascent Nero is known naturally as Neoadept.

AWOOOOGA.... AWOOOOOOGA. The sirens blared throughout the facility, harsh red lights strobing across the celing and casting flickering maroon shadows over everything. The yells of men in jumpsuits and hardhats mingled with the sound of gunfire and the klaxons.
A man sat in a deep leather chair with his head buried in his hands, he was bald, but had an impressively trimmed goatee. He flinched as a distant explosion rocked the facility.
Another man approached him with a quiet step. He was dressed neatly, but with flair. Black shirt, black trousers, black shoes, black jacket. RED tie. That was important, showed you weren't a single-minded psychopath.
Mr Tuesday coughed quietly enough to be polite, but loudly enough to be heard over the commotion.
"Sir... if I might have a brief word?"
The bald man looked up glumly, and looked at Tuesday like a child which had just burned its hand on the stove.
"All things considered, I believe now is the time I must leave your employ sir. It has of course been a pleasure, but I believe my services might be better employed elsewhere."
The bald man nodded sadly and put his head back in his hands.
"If you would sir..." said Tuesday, offering up a freshly typed document and a pen. The bald man signed it without looking up. "Thank you sir."
Tuesday walked halfway across the room and then turned back, the bald man looked up again hopefully.
"There is an electronic mail, sir, which might interest you, pending the resolution to your current predicament. I saved it on the mainframe and backed up a copy to microfilm. Good bye sir, and good luck."
Tuesday's shoes clopped across the marble floor as he walked briskly out of the facility, which crumbled around him. As he left via the secret tunnel he had taken the liberty of adding to the blueprints of the fortress he pondered the contents of the email his former emplyer had received. He had of course made himself a copy, it was a golden opportunity. His shoes crunched on the beach sand as he surfaced. Behind him, the volcano erupted.

"Better... or worse?" a scruffy man asked.

"I... I can't tell." a woman responded.

"You... really?" the man sighed "How about now? Better or worse?"

"They both look the same!" she cried.

"Okay..." he mumbled, scribbling something down "Let's try... this one. Better or worse?"

"... I'm sorry, but they bot-" the woman stopped "Hang on what's this?"

"Eh? Just tell me what you see, ma'am." the man trailed off.

"Incoming message from The Council of Ev- ahhhh!" the woman screamed as the man grabbed her by the collar and shoved her out of the examining room.

The man quickly locked the door to the examining room and waited for the woman's loud cursing to disappear. What she had seen in the eye examining tool was the message he had been waiting for. It had taken some time but he about to make first contact with a real evil organization. Sitting down in the patient's chair, the man moved the eye examiner up to his face and eagerly read the message.

"Worry not my darling, nobody will take you." Jacob smiled softly and stroked the gold candelabra that sat quite out of place on his large metal desk. It gave off a glint from the sole source of light in the massive storage room, the pale blue glow of a monitor. "Nobody will take any of you. You are all mine." He glanced backwards at the rows of mismatched items stretching into the darkness of the sterile chamber. "And you will grow as you always have." He turned back to the computer before him, switching the window from a picture of a large, jewle-encrusted oak chair to a page entitled "The Council of Evil." It was well designed with very appealing colors and an easy-to-access uplink, seeming to target obscenely wealthy villains and less-than-moral moral entrepreneurs. After a full night of looking into it, it seemed an excellent target for acquisition!

Jacob clicked the link, which was rapidly decoded by the wonderful computer he had looted from some genius not two weeks prior.

He tapped his large metal microphone.

"Hello gentlemen. Is there any means by which I may inquire of collaboration with this council?"

The uplink program rapidly transcribed his words into precise text.

Lucy stood atop a quarry wall, watching the surface of the lake below until the bubbles stopped. Apparently satisfied, she turned, fur coat whipping around her ankles, and made her way to the 30's Cadillac parked nearby. In the driver's seat, she lit herself a cigarette, set it in an ivory holder and reached into her pocket for a totally anachronistic Blackberry.

The Council of Evil, hm? Well, she did always aspire to bigger and better things, and these guys sounded pretty big. Just one thing troubled her as she inexpertly tapped out a text message to them:

You guys cops? You got to tell me if you are.
Not a winner anymore.

The hotel Briston towered over the sunny beaches of San Francisco.  It was the general five-star deal; reservations in advance, suites the size of a house, and a casino you could get lost in (or lose everything).  Even the complementary items made up half of the hotel bill.

But this was of no concern to the man sunbathing upon this tower's expansive roof.

He lay back, looked at the buxom massuer working on his feet, and flashed her a leering grin.  Although he was of impressionable build, there was still something scrawny about him, as if he was the runt of the litter.  Wearing a hawaiian shirt, plaid pants, an oversized sombrero, and over fifty different checkbooks, here was a man ready to lie back and enjoy life.

"Mind working a bit higher up?"  he asked in a strange accent, combining the worst of Norweigan, Native American, and Greek.

This, of course, was no concern to her.  She had a family to feed, and a immigration agency to avoid.

"It will be extra dollars..." she muttered in broken english.

"Si!  Si, yo comprendo..." he laughed, and pulled at his watch (wait, was that there before?).

Then something of concern happened.

*Dedleedelelee!  *Dedleedelelee!

The man impatiently answered his cellphone.  "I TOLD you not to call me while I was working!" he yelled, his features almost visibly contorting.

"No, I won't tell you where I am.  I have no desire for your constant spying!"

"No, I'm not in the least bit guilty.  He had it coming.  I-"

"What!?  No, no, and-"

The cellphone vibrated against his ear, interrupting him.

"Wait a minute.  I've got another call.  Yeah, same to you, dad!  Tell my brother to die, will you?"

As he listened to the encryption, and to the message that followed, his frown grew into an ever increasing smile.

He stood up, surprising the massuer, and flashed her yet another grin.  "I have to leave now, my darling.  Will you take a check?"

Later on, in the internet cafe, he surreptitiously sent a message back.

"Greetings from the TRICKSTER!"

As the wreck in front of him burned, Brad Grandiger laughed manically. "HAHAHAHAHAAA" cried Brad as the car continued to smolder and burn. The fire was less than 5 minutes old and yet it still burned with a great ferocity that lite up the empty parking lot in an eerie orange glow. The area was relatively free from the eyes of public inquiry being over a mile from the main road and the relatively dark and moonless concealed the smoke. Brad smiled, it had been over a month since he had gone after the enemies of America, his time consumed with his more important computer and military work. But now that he saw the beautiful flaming mass just 50 yards away he knew it had been worth the wait. He slowly walked toward the car and stopped just about 20 feet away from the inferno and watched it for a few more minutes. Suddenly a twitching, charred hand slowly rose from driver side of the wreck. Curious, Brad walked toward the car and reached out for the hand. The charred mass of skin and bone meet his in soft embrace, Brads hands slowly feeling the mans paw turn to powder and ash. Suddenly he tightened his grip and tore the hand from the body of which it was attached. He then turned away from the fire and opened his clenched fist, slowly admiring the thing.

How it smolders and twitches even with the life gone from it thought Brad "How it seams to point at me and say in unspoken words of gratitude "Thank you." How it looks and feels and...

A small vibration from the phone in his military jacket jostled him from his hallucination. Throwing the hand back into the fire, he reached inside his jacket and took out a fire read Black Jack. An odd bit of text flashed across his screen. "Council of Evil?" thought Brad as he stared at the screen "Sounds interesting". Carefully he selected the link and patched into the up link.

Who is this "Council of Evil"? Brad typed into the small keyboard Who is sending this transmission?

He began to move away from the wreck, totally engrossed in the what he was looking at. Slowly but surely he made his way away from the parking lot and back to the main road. 10 minutes later a thunderous explosion rocked the night air, scattering birds all around.

After staring into the eye examining machine for a good hour, the man finally moved. He fumbled around for a knob on the back of the machine and turned it. A small slit opened up and the man plugged an old PDA into it. He carefully began tapping out a response.

Hello! Carl Fillistor here, you can call me The Sidewinder. I'm glad to be a part of this wonderful thing and will eagerly await your response.

Carl sat for a moment and rubbed his eyes, he erased his message and started over.

Hey, Carl Fillistor here. You can call me The Sidewinder. I'm very pleased to be included in this venture and await your response.

"No... that won't work either. Come on!" Carl mumbled, hitting his forehead.

Sidewinder here, glad this thing is finally getting off of the ground. I'll be waiting.

Grinning, Carl sent the message and relaxed in the chair.

James popped open his laptop, and got a surprisingly good signal. The laptop was standard government issue, but heavily modified only to intercept the government's bug network. Disregarding so much of the random blabber the government seemed to feel a need to watch, he navigated to a set of messages sent to and from a "Council of Evil" that caught his attention earlier that day. Working quickly, racing the clock against the government to disable the codes he managed to steal from a colleague before blowing up the government installation, he copies the messages' origin addresses then sets them all to the white list or "do not watch" of the government's automated process. Logging out of the service, he logs into his private email and starts a message addressed to all of the people.

James Samenex, at your service. I hope I may be able to join your organization, and be able to have something to offer. As a sign of my willingness to join, I have gained us plenty of time from the notice of the government, all of you have have been removed from the watch list for the time being. I do hope we may be able to start something before they notice and re-add our addresses to the watch list.

          Just a short distance from the muddy riverbanks of the Yangtze River, a small dark figure can be seen in the sky casting an ominous shadow over the landscape. The figure making it's way across the large expanse of murky water, landed on top of a small hill just beside a pair of dilapidated tombs facing towards the ever encroaching river banks.

          A loud sound can be heard from inside the tomb's dark entrance. A faint flicker of light emanates from within the crevice as the smell of fresh mud flows through the humid air.

          From within the tomb, a small boy whose face is almost completely obscured comes out and approaches the dark figure, seemingly unafraid of it's sharp fangs and terrifying claws that can easily rip one's flesh off his bones. The boy held a small purple vase on his left hand and with his right pulled out a small lump of sparkling clay with which he pats the creature lightly with.

          "Your upper jaw is getting a bit loose.", the boy slighted. "You have to be extra cautious when flying through cliffs, Da Huǒ."

          Just before the boy could go back into the small tomb, a faint ring can be heard in the boy's pocket. It was his DY10i WalkboyTM ringing.

          Pulling out his phone, he quickly said hello, though no one answered back. A few moments later, the phone rang once again. This time it was a text message.

          "Konshiru ofu Ibe- bleh... I've been watching too much TV recently.", he smirked. "Let's see... Council of Evil... Hmm..."

          Rushing towards the tomb's entrance, he quickly grabbed a couple of suitcases and piled it up on top of the creature standing outside, which slumped by a noticeable degree due to the heavy weight.

          "Da Huǒ, to Gygu, and quick!"

          Pulling out his phone once again, he sent a short text message to this new organization.

          "Seems legit enough. Name's Yu. If you didn't sleep through history class you'd have heard about that name at least once...

          Tis' all..."

          With that the beast rose up into the air and flew towards the setting sun.

Baron Apocal watched the messages arrive one at a time, his fingers wrapping against the side of his chair with increasing anxiety.  Every last response indicated that he had not been the only one to discover the Council recently.  In fact, aside from one or two people, he seemed to be the only one to know about it at all prior to today.

Slowly, the rhythm of his fingers stopped, and he began to grin.  Maybe he could leverage this to his advantage.  Quickly, he began typing out responses.  He wished he could send responses to each person in particular, but whoever had set up the link had made it so that everyone could hear everything said on it.  It would have to do.

I cannot speak for the others, but I am not part of any law enforcement agency.  And really, would you take anyone on their word?

As for the source of the transmission, I have only been able to ascertain that it originates from a satellite in geosynchronous orbit above the United States, and is encrypted well beyond the ability of a single government to decode with enough time to do anything about it.  Beyond that I had assumed that it's creator was waiting on this channel.  If he is, he has not deemed to reveal his presence.

Brad looked at the just received message on his BlackJack with a sense of both confusion and wariness. He had heard of Baron Apocal before. His name was all over the news for various reasons or another. He furiously typed into the small device, pounding out a message over the course of half a minute.

Baron Apocal you say? Weren't you that guy that tried to break of from that infernal state called England a couple of years ago? I thought the RAF took care of you and your little insurrection. Either way were you contacted just over the phone like me or were you rather contacted over a different medium?

Apocal thought for a moment.  He could claim control now and they might be none the wiser.  But these were people like himself, and he would be damned to take orders from someone who he'd only ever met by text on a screen.  No, best to continue with truth, for the moment.

The RAF was a stumbling block and nothing more.  I intend to use this Council to regain my feet, likely raising you up in the process.

I was unaware that the message was sent by phone to some, I received an email with the encryption key a week ago and had the source investigated.  As I said, the satellite is all there is as far as I can tell.

So, for the moment, it would appear that we operate the council.


He paused for a moment and consulted the man operating the uplink.

This mode of conversation is growing wearisome.  I understand that the uplink also allows for audio and video transfer.  I will be switching to this channel momentarily, I'm sure those of you who wish to preserve anonymity will find some way of doing so.

Jacob scraped at the bottom of the microphone until his finger tripped upon a small plastic switch.

"Test"

His voice echoed, oddly warbled.

He then tapped a few keys, switching the input channel from text to audio only.

"Indeed, Mr Apocal. We do find a way, as I am sure we will all find a way to gain in great ways from a cooperative venture.

Don't you agree? Surely you are not alone in the opportunity to succeed where you have failed unaided."
