They're not punishing anybody.  They don't owe you anything other than what you paid $50 for.  This is a bad move on their part, yes, but remember that this is just what they're doing in Germany.  What are Germany's Spore sales like?

And it's just a bunch of extra graphics that are overpriced.  If it were a full and true EP then I'd be mad (If the deal was in the U.S.)  As it is, I'm just mildly annoyed but that's in equal part to people whining again about a bunch of extra stuff they don't need.

I don't see anything about Germany: Dutch is the language they speak in the Netherlands.

Spelers wacht diepgaandere gameplay voor de ruimtefase met een uitbreidingspakket dat moet uitkomen in de lente van 2009. Voor het eerst zullen de ruimtewezens van spelers hun ruimteschip uit kunnen om nieuwe planeten te verkennen en beloningen te verdienen voor het voltooien van uitdagende missies. Met de nieuwe avonturenschepper zullen spelers online eigen missies kunnen creëren en delen, waardoor de gameplay-mogelijkheden praktisch oneindig zijn.
 
Het Spore Griezelige & Grappige Onderdelen Pakket, dat al op 18 november 2008 verkrijgbaar zal zijn, biedt ruim 100 nieuwe componenten om wezens te kunnen bouwen, verdeeld in twee verschillende stijlen—aandoenlijke tekenfilmachtige wezens en griezelige monsterachtige wezens. Met alle lichaamsdelen, verfmogelijkheden, animaties, achtergronden en meer stelt het Spore Griezelige & Grappige Onderdelen Pakket spelers van Spore of de complete versie van de Spore Creature Creator in staat om hun wezens een nog apartere persoonlijkheid te geven!

To make a long story short, the parts pack will contain 100 new items, and be available on the 18th of November. The real expansion will come in Spring 2009, and is focussed on the Space Phase.

Your creature will be able to get out of your spaceship to explore new planets and get achievements for your missions. With the adventure-creator, you'll be able to make your own missions and share them online, which makes the gameplay-possibilities endless!

That was just some stupid publicity stunt.. EA probably contacted him so he could upload a movie to his channel, which has over 138,000 subscribers ;)

Could be a possibility. It's also possible they're only giving to the fansites on the official site: http://eu.spore.com/insider/fansites.cfm. Anyone who can confirm this?
