First of all credit goes to Clayren for allowing me to steal his idea. There may be crossovers at a later date.  ;)

Dear Sir,
Congratulations on hiring me as your Number One. I have several decades of experience in mentoring aspiring world leaders such as yourself, and have personally supervised a number of audacious schemes.
Now, down to business. My former collegue Mister Reinmarch would at this point insist you install yourself on some island at the back of beyond. I am not Mister Reinmarch, and have instead taken the liberty of installing myself as the new Boss of a small Sicilian Gang operating from a Deli in Retribution City. In addition to their front business the Mob also owns a small underground warehouse on the outskirts of the city, this will be our new base of operations. You have no need to worry about being found out, as I have diverted all profits from the Pizzeria for use as money for bribing corrupt local officials. As Big Tony says "They didn't see nothing".
Internal turmoil following the unfortunate and totally accidental death of the gang's former Boss has unfortunately reduced its numbers to 20 men, but they are capable and loyal. In addition I have sucessfully procured the services of the notorious Hitman "Vinny the Brick". He will serve well as Liutenant and Bodyguard for the time being.

Well, enough talk, to business. Here are your assets as they currently stand:

A: Grow Mob activity in the city (This will bring in more men and a small but regular income.)
B: Rob a bank in the city
C: Rob a bank in a totally different country (More risky, but no-one will be able to trace it back to us here)
D: Steal a high-quality printing press from a local publisher and establish a low-key forgery racket.
E: Spend $10,000 to build a training room in the warehouse to turn your mobsters into more professional combatants.
F: There's a science symposium currently underway in the city. If we're lucky we might be able to make off with one of the experimental devices on display, or maybe even a whole scientist. (High risk)

Ok, A quick start-up update before I turn in for the night.

Good choice sir. I took the liberty of sending 15 of the men to reinforce the mafia's presence in the town. They managed to extort protection out of a number of small businesses, which should give us a steady income of a few thousand dollars a week, plus a $3k bonus from today. While doing the rounds the boys also came across another wannabe 'gang'. They were able to gun down the ringleader without any fuss and the fickle youths following him have switched allegiances. While they aren't exactly prime minion material they have their own sub machine guns and beaten up cars, and agreed to follow our professionals around until they learn the ropes.
The remaining five men accompanied Vinny to the symposium under cover of darkness. I am sorry to report they failed in their mission. Three were gunned down and killed by security, but Vinny and the other 2 were able to make it back without being followed.

An inspired suggestion sir.
I set the Gangsters about constructing the training room while the Gangstas initiated a campaign of vandalism, violence and terror. I have to report it was a resounding success, a number of local businessmen are anxious to offload their ailing properties at cut-throat prices.
A simple training room has also been constructed (I regret to say that inflation being what it is, we were not able to procure much equipment for the money we spent. Still, punching bags are good enough for professional boxers, so they should be good enough for professional ganagsters). The men are using it in their spare time, which should gradually increase their skill levels. If you so wish you can order some of them to train on a full-time basis to accelerate the process.

Keep in mind we need to hide the money if local authorities catch on. I also suggest taking full control of the law in this city quite soon, so that will be the supreme rulers. Try also to get to the Mayor and his other people,etc.

Today we recieved $6k in protection from local shopkeepers.
I personally oversaw the purchase of the pawn shop and the gambling den. You will be pleasantly surprised to hear that the pawn shop is actually a front for Snakeheads running human trafficking and illegal labour operations in Retribution City. After some persuasion they agreed to supply us with immigrant labour from Asia, the first shipment of people will arrive next week.
The gambling den held a similar bonus surprise, this time in the form of an arms trafficker who frequently shoots craps there. He has agreed to sell us Kalshnikovs at knockdown prices.

The raid on the science fair went flawlessly this time, our men were able to escape with a makeshift Particle Fraculator. No, I don't know what it does either.

In addition, 3 Gangstas have become Gangsters, and one Gangster has become a mobster through training

Our business ventures brought in $3,000 today.
As requested I procured Kalashnikovs for the men. We have enough to equip any minions we recruit for the forseeable future (the dealer insisted we buy in bulk).
Vinny, our top mobster and 4 others took a plane to Brazil to kidnap a physicist from the university there, which is famous for its lax security. The operation went with out a hitch and they sucessfully kidnapped Professor Feynman Constantinos, a particle physicist of some repute. After some persuasion he revealed that the Particle Fraculator works by stripping mass away from matter, while leaving its properties unchanged. Simply put, it makes materials lighter. The current model can only do small amounts of matter, and is essentially useless, but if we were to build a bigger model we could manufacture ultra-light armoured vests for the minions, among other things.
The other minions were sent to rob a bank in town. Against all odds they were able to not only sucessfully steal $18k. But they also managed to avoid suspicion from the authorities.

F: Buy a state-of the art computer and build a computer room to put it in ($50,000) (We'll need this before we can start making any hi-tech equipment)
G: Build a proper holding cell for our hostage(s). (Constantinos is currently tied to a chair with duck tape across his mouth.) ($10,000)
H: Have the men train non-stop. (Automatically upgrades all minions, but can not be done at the same time as other tasks requiring the minions, and there will be no income from crime while they train).

Train the hell out of the Gangstas.  If the Gangsters are needed elsewhere I could live with that.  Train the Mobster and see if he turns into a Made-Man.

Yes train everyone and build the hostage cell. The possibilities of that particle fraculator are beyond such small things as better vests, we're talking lightspeed-travel... The main thing holding normal matter back is the fact that it's mass requires a large amount of energy to move. Strip that mass and you can move at the speed of light. Photons travel so fast because they have no to so-little-mass-that-you-can't-even-comprehend. Having an object have no mass would possibly enable light-to possible FTL travel... Of course I'm no expert on current Physics though, just dabbling in a lot of different things that are ahead of my grade level by far.

Our business ventures only brought in $1k today due to the disruption caused by the renovation of the Betting Shop. I oversaw the works myself and business has been good so far.
The Snakeheads made their delivery today. A few of the people suffocated in the shipping container on the way over, Ces't la vie. We now have thirteen immigrant workers in the warehouse. They can't speak english, but they work hard and they should pick it up pretty quickly. Several of them have indicated they have an aptitude with computers, no doubt due to the fact the national sport of their country is the popular video game Zerg Rush 2. So far they've been taking turns to sleep in the unoccupied cells of the newly constructed prison. Perhaps we should build them some sleeping quarters?
The Gangstas and Gangsters all responded well to training, although the Mobster we trained previously hasn't progressed much at all. I suspect he needs more sophisticated methods than shooting cans and punching frozen meat.

F: Buy a state-of the art computer and build a computer room to put it in ($50,000) (We'll need this before we can start making any hi-tech equipment)
G: Get a cheap computer for the immigrants to play with. ($500)
H: Commit some more crimes to drive down the property values in the neighborhoods you don't have stakes in.

Forget the immigrants. Why not have them make the computer for us, if we could get the parts? Cheaper and it makes them work. Commit some more crimes too, and hit the museum, send 9 mobsters and Vinny. That should beat down any resistance.

Bonus Bedtime update.

The businesses netted us $6,000 today.
I managed to sucessfully communicate to the immigrants that they were to build a computer, and they rose to the challenge admirably. Apparently they scrounged parts from yard sales and dumpsters, and cobbled them together into a working mainframe. The whole thing is topped off with one of those ghastly LCD flatscreens they used to have in the 00s. Amazingly enough its clocking more processing power and speed than a $1000 desktop from the hardware store.
At the moment the immigrants don't seem to mind using the cell beds in shifts, but they have been asking for more space... as far as I can tell.
The jewel heist was also a sucess. The plan went off without a hitch and we managed to steal a humungous diamond, a humungous emerald and a humungous ruby. Selling them will be exceedingly tricky, but if we don't manage to find a safe buyer we can always research their unusual optical properties.
The crime spree went off without a hitch. Property values have fallen drastically thanks to our campaign of senseless beatings and offensive graffiti.

E: Probe the underworld for a buyer for one of our collosal jewels.

Thanks to their aptitude with computers I have given three of the immigrants the rank of Technician. I also oversaw the construction of new sleeping quarters.
To everyone's surprise The Necronomicon heist went of without a hitch. Well, one of the men accidentally read part of the blurb and had to be locked in one of the cells until he stopped seeing spiders everywhere, but other than that it went well. We may need to procure some expert help to make any use out of the book though.

Doctor Malebolge came to the base and trained one of the immigrants into a Sorceror... somehow the process also taught him perfect english. We handed over the giant ruby as promised.
The raid on the docks was poorly excecuted. While we did get away with a crate of parts, nine mobsters were killed in the process.
A strongroom has been constructed for the storage of our ill-gotten loot.

Its been a slow period. We only made $5k from our businesses today.
The technicians sucessfully assembled the synth-o-matron. Its very easy to operate, you just feed any raw materials into the hopper and it makes a barrell of something. The minions tried it out with the crates that were here when we moved in. The Cigars were turned into a barrell of something of unidentifiable purpose, but it looks to be pretty poisonous. The Olive Oil was turned into five barrells of a super-slick substance the men have nicknamed 'hyperlube'. The Anchovies were already pretty ripe when they went in, but what came out stinks like nothing any of the men have ever smelled.
The training of the men went ahead as planned. We now have two apprentices under our Sorceror and 4 new Gangsters.

The kidnapping operation went well. It got a little heated, but the boys successfully nabbed Dr Isobella Richter. She studied under a Nobel Prize winner you know.
We got her to look at the stuff in the barrells and she says she need some proper analytical equipment. Pah!
The Sorceror and his apprentices flicked through the Necronomicon and found a likely-looking summoning spell... umm... it didn't quite got to plan. Our Sorceror grew octopus tentacles from his face, devoured the brains of his apprentices and announced his new name was something unpronounceable. He regained his composure after that and it seems he's still loyal to us. I'm not sure what good a squid-faced brain-eating sorceror is to us, but I've decided to promote him to the rank of henchman for the time being.
The technicians managed to hack into a secure science foundation database and steal the plans for something called a Fluromorphic Oscillovise. Its some sort of hi-spec diagnostic tool that measures the colour of the sound of a material or somesuch... I don't understand it myself, but the technicians say they can build it with over-the-counter parts.
The conman we caught agreed to teach our minions a few tricks, but its taking him a while... he'll probably be finished by next week. Or else.

A, B, F, and G. After Mr. Squid gets the thralls, have the mind-controlled people go and kidnap the mayor. That way, if it doesn't turn out good, nobody will be able to find out who the thralls were under control by.

Cthxgt has found an interesting passage in the Necronomicon that tells of there whereabouts of an artifact of great power, somewhere in the dense jungles of the Amazon.
The conman we caught has passed on his skills to the remaining untrained immigrants. His usefulness having been expended I had the boys throw him in a garbage compacter. The newly trained Grifters will walk the streets conning people unless given other instructions.
