is it just me, or are the animated avatars 'in'?  everybody seems to use them.

I don't think it has become a fad. People have always had either animated or static. Personally, I think there are more static than animated. Maybe you're seeing your avatar too much.

Anyways, I've been trying to change my avatar today, but every time I go into the "Forum Profile Information" section and try to upload a picture from my PC, hitting "Change Profile" doesn't do anything. Everything else can change, but my avatar isn't for whatever reason. Although Operation: Mindcrime is still kick-your-ass-out -the-window, I'm getting really bored with it. Help?
