Wait, you mean the non-special agents? You shouldn't be killing them, you'll just raise your heat. Tag them for psychological weakening instead. If they leave with the blue ring, your heat will lower and you won't see as many agents. If I understand what you're saying, you're just killing people left and right, and those body bags will causes even more heat on top of the heat from taking damage. If I need to kill a normal agent, I always put them in a cell first, that way I can put the body bag directly into a freezer without having to worry about anyone seeing it.
