Nah, this is just a yankee problem.  Most of the country doesn't walk anywhere.

It is simple logic. Given the choice between streets and sidewalks, you walk on the sidewalk. The only possible exception I will entertain is someone with a road bike, since the seams in sidewalks can mess up their wheels; however, even then there is a whole subset of the community that doesn't want to live.

It is illegal in the States, but not enforced. Which means cops will then enforce the law based on how they are feeling. :|

I just arrived to Copenhagen, Denmark today, and on some of the streets it's really hard to tell where the sidewalk ends and the road starts. I actually thought I was on a walk-only street because it was all paved like the sidewalk, but turns out there were cars driving there as well.

This mistake would not happen in the States, generally. The road and the sidewalk are usually very distinct, with them being made from different colored materials and usually separated from the road by a raised curb or some sort of small grass strip.

I suspect they walk on the road so that they can walk in a line, but then again, most of the people I see doing this are in pairs. You can fit two people on a sidewalk next to one another, and if you can't you can stagger your positions slightly to still allow for good communication.
