Plus you have to watch out for the fact that who goes to prison for what is entirely up to who's in charge. A precedent can come back and bite you in the ass later on even if it does nothing today. Proven murderers. If you would place the punishment of the guilty before the protection of the innocent, something is very wrong. Even then, couldn't we give the jobs they would do by forced labor to the workforce at large? There's an unemployment problem after all.

Simple - not enough people have jobs. Why give jobs to imprisoned convicts when someone could earn a straight living with the jobs they'd be doing?

I meant that it's all well and good to say that local unemployed people should do that work, but those unemployed may not want to do the work.

My example referred to the practise of Eastern-Europeans coming over here to pick strawberries and assorted fruits, all entirely legally. The Minister of Employment wants to block Romanians from coming here, since Romania isn't part of the EU, and he is of the opinion the locals should pick the strawberries. But the farmers growing the strawberries can't find enough Dutch unemployed to replace the Romanians.
