To be fair, that is because Bethesda said "Ok wow that was a mistake" and pulled a complete 180 on this sort of thing, and then released Shivering Isles, which is often regarded as one of the best pieces of DLC ever produced. They have since not made that same mistake again.
That said, I actually don't have much of an issue with this and was mostly looking for an opportunity to make a joke. Aesthetic DLCs are just a part of the industry nowadays, and so long as it's done in moderation there's nothing wrong with it.
