If something like this were true, how many people do you think would know the truth? You think the government would tell all of its workers and they all promised to keep their mouth shut?  It most likely was planned by a group of 4-5 higher ups, + 2 black ops agents to carry it out, no one else would have any way of knowing.  It might have even gone over the head of the president.
The president is not the leader of this country, he is a figurehead, like the King or Queen of England, and holds no true power.
